The Licensing Sub-Committee of Hillingdon Council met on Thursday 11 June 2026 to consider an application for a new premises licence. The primary focus of the meeting was an application for a one-day music and cultural event.
Application for a Premises Licence: Susegad Beatz 2026
The Sub-Committee was scheduled to consider an application for a new premises licence for Susegad Beatz 2026, proposed to be held at the Harlington School grounds on Pinkwell Lane, Hayes, UB3 1PB. The event, organised by Goan Musical Events (UK) Limited, was planned as a one-day ticketed outdoor event for up to 4,999 attendees on 26 July 2026.
The application sought permission for:
- The sale of alcohol for consumption on the premises between 12:00 and 21:00.
- Live music outdoors between 12:00 and 21:30.
- Recorded music outdoors between 12:00 and 21:30.
- Performances of dance outdoors between 12:00 and 21:30.
- Opening hours for the premises from 12:00 to 21:30 on the event day.
The report pack detailed that representations had been received from several responsible authorities, including the Environmental Protection team, the Food Health and Safety team, the Metropolitan Police, and the Licensing Authority. Additionally, a representation was received from Goals Heathrow, a business located adjacent to the proposed site.
The Environmental Protection team raised concerns regarding the potential for widespread public nuisance arising from noise, stating that the control measures outlined in the application were very limited in both detail and scope
and that a comprehensive Noise Management Plan was expected for an event of this magnitude.^[1]
The Food Health and Safety team, represented by Paul O'Day, Principal Environmental Health Officer, outlined concerns relating to public safety. These included a lack of detail regarding temporary structures, power requirements, toilet provision and servicing, handwashing facilities, gas and electrical safety for food vendors, vetting of food vendors, provision of potable water, wastewater management, refuse receptacles, and first aid provision.^[2]
The Metropolitan Police submitted a holding representation, objecting to the application under all four licensing objectives: prevention of crime and disorder, public safety, prevention of public nuisance, and protection of children from harm.^[3]
The Licensing Authority, represented by Lois King, Principal Licensing Officer, also raised concerns across all four licensing objectives. Specific concerns included insufficient detail regarding SIA security numbers and ratios, management of alcohol-related disorder, drug measures, queue and entry management, and the operation of marquee bars. Public safety concerns were raised regarding ingress/egress routes, emergency access, water provision, weather event procedures, medical provision, and the safety of temporary infrastructure. The Licensing Authority also noted concerns about the protection of children from harm, particularly regarding age verification procedures at bars and the prevention of underage drinking.^[4]
Goals Heathrow formally objected to the application, citing concerns regarding proposed vehicle movements, temporary roadway usage, and operational activity adjacent to their premises. They highlighted that the proposed use of access areas appeared to conflict with their lease rights, which expressly restricted vehicle access to maintenance and sports-related purposes only.^[5]
The report pack also included an Event Management Plan (EMP) submitted by the applicant, Showbiz Global, which detailed the proposed operational arrangements for the event. This plan was updated in response to initial objections, with version 2.6 of the EMP being included as an addendum.^[6] The addendum detailed amendments and additional information provided by the applicants, including updated supplier lists for services such as traffic management, water supply, waste management, and generators. It also included expanded detail concerning counter-terrorism actions, a lockdown plan, increased toilet provisions, updates to medical and fire safety sections, and extended noise management and food trader compliance sections.^[7]
The Sub-Committee was to consider the application for the grant of a new premises licence.^[8]
