The Planning Committee of Enfield Council met on Tuesday 14 July 2026 to discuss a range of planning applications. The meeting's agenda included proposals for new housing developments, the redevelopment of hospital land, and the creation of sports facilities.
Land Rear of 3-7 Seaforth Gardens and 35 Broad Walk, London N21 3BT
The committee was scheduled to consider a proposal for the construction of a detached dwelling house, including a garage, indoor gym, and outdoor swimming pool, on land to the rear of properties in Seaforth Gardens and Broad Walk. The recommendation was to grant planning permission, subject to conditions. This application was called to committee at the request of Councillor Maria Alexandrou due to local interest. The report detailed the site's surroundings, including its proximity to Grovelands Park1, and outlined the proposed dwelling's specifications, such as its seven bedrooms and flat green roof. North Middlesex Hospital, Sterling Way, London, N18 1QX

The plans included the demolition of existing buildings and the construction of residential and mixed-use buildings, providing 306 residential dwellings (100% affordable housing), commercial uses including NHS offices, a nursery, and a café. 304-322 Ordnance Road, Enfield, EN3 6HH
The committee was set to consider the demolition of an existing building and the erection of a part 4, part 5, and part 6-storey building comprising residential units. The proposal aimed to provide 24 flats, all at social rent tenure, replacing 10 substandard units from the 1960s. The recommendation was to grant planning permission, subject to the completion of a Section 106 Agreement. The report detailed the site's context, including its location near the Small River Lea/Lee and its PTAL rating of 2. Concerns raised by the public included traffic congestion, air pollution, overlooking, and construction disruption. The proposal was noted to exceed the minimum requirements for two-bedroom dwellings but fall slightly below the target for family homes, though this was considered acceptable given the 100% social rented tenure and the needs of returning households.
Land Opposite 1A and 1B Towpath Road, London, N18 3QX
This application concerned engineering works to install a low-level flood restraint barrier, approximately 140 metres in length, adjacent to Towpath Road. The barrier would attach to an existing crash barrier to provide continuous flood defence. The recommendation was to grant planning permission, subject to conditions. This proposal was noted as being ancillary to the Strategic Infrastructure Works at Meridian Water3 and formed part of a wider flood mitigation strategy. Concerns raised by the Canal and River Trust regarding towpath width and access were addressed through amended plans and recommended conditions to ensure continued pedestrian access.
Broomfield House, Broomfield Park, Broomfield Lane, London, N13 4HE
The committee was scheduled to discuss proposals for Broomfield House, a Grade II* listed building4 within a Grade II registered park and garden, which has been on Historic England's Heritage at Risk Register5. The application sought listed building consent and planning permission for partial demolition of unsafe fabric, retention and stabilisation of key historic elements, and the creation of a publicly accessible 'garden ruin'. The recommendation was to grant both consents, subject to conditions and the completion of a Shadow Section 106 agreement. The report highlighted the substantial public benefits, including the stabilisation of the remaining historic fabric, removal of hoardings, public access, and enhancement of the registered park and garden. Harm to the designated heritage asset was considered less than substantial and outweighed by the public benefits.
Rear of Southbury Leisure Centre, 192 Southbury Road, Enfield, EN1 1YP
This application concerned the construction of a padel tennis facility and canopy at the rear of Southbury Leisure Centre. The proposal aimed to utilise underused land and support the expansion of sports and recreation opportunities within the borough. The recommendation was to grant consent, subject to conditions. The report noted that part of the site lies within Metropolitan Open Land (MOL)6, but assessed that the development would preserve its openness in the context of the existing leisure centre and surrounding vegetation. Concerns regarding noise were addressed by recommending a condition for a detailed noise assessment.
