Open Council Network is an independent organisation. We report on Carmarthenshire and are not the council. About us
The Planning Committee of Carmarthenshire Council met on Thursday, 27 August 2026, to determine several planning applications and review performance reports. Key decisions included the approval of a temporary meteorological mast, a change of use to a gym, and a large housing development, while a proposal for a rural enterprise dwelling was refused.
Meteorological Mast Approved in Rural Location
Permission was granted for the erection of a temporary 120-metre meteorological mast and associated ancillary structures at Land at Cilwennau Uchaf, Llansawel. The mast, intended to collect wind and weather data for up to five years to inform potential future wind farm development, was approved subject to conditions including its eventual removal and site restoration. Concerns raised by objectors regarding landscape impact, TV/radio reception, and recreational use of forestry tracks were addressed by officers, who concluded that the temporary nature and slender design of the mast would minimise adverse effects. The Ministry of Defence (MOD) requested conditions for aviation safety lighting, which were included in the approval.
Gym Approved in Whitland Despite Objections
A change of use application to convert part of a building at Wheelabout Park, Spring Gardens, Whitland, into a gym was approved. Despite 13 objections, primarily citing concerns about overprovision of fitness facilities due to a new gym recently opening in the town centre and potential impacts on existing businesses, the committee followed the officer's recommendation. The report highlighted that competition between businesses is not a material planning consideration. Conditions were imposed to mitigate noise and disturbance to nearby residents, including restrictions on amplified music and external activities during night-time hours.
Large Housing Development Approved in Carmarthen
Full planning permission was granted for 84 dwellings, comprising 42 affordable and 42 open market homes, at Ffordd Pendre, Carmarthen. This development forms part of the wider West Carmarthen Strategic Site. The proposal significantly exceeds the local development plan's affordable housing requirement, with 50% of the homes designated as affordable. The approval is subject to a Section 106 agreement to secure financial contributions towards the West Carmarthen Link Road and a new primary school, as well as the provision of affordable housing. Concerns raised by Carmarthen Town Council regarding surface water drainage, the inclusion of solar panels, and the maintenance of play facilities were addressed, with officers confirming that drainage strategies are in place and that the provision of schools and local centres are part of the wider strategic site's phased development.
Rural Enterprise Dwelling Refused
A proposal for a rural enterprise dwelling and associated agricultural shed at Land at Derwen Fawr, Crugybar, was refused. The refusal was based on multiple grounds, including non-compliance with Technical Advice Note 6 (TAN6) regarding the functional and financial sustainability of the farming enterprise, particularly its reliance on tenanted land. Additionally, concerns were raised about the prominent and adverse visual impact of the proposed dwelling on the Cothi Valley Special Landscape Area, highway safety issues due to substandard visibility at the access point, and potential phosphate pollution impacting the River Tywi Special Area of Conservation (SAC).
Appeals Report Noted
The committee noted the Planning Appeals Report, which detailed appeals lodged, in progress, and determined between July and August 2026. This included one appeal allowed against the council's refusal for a House in Multiple Occupation (HMO) in Llanelli.
Planning Performance Review
A review of the Planning Service's performance for Quarter 1 (April to June 2026) was presented. While most indicators for planning application determination rates remained strong and above targets, some areas, particularly application validation times and enforcement measures, fell below expectations. The report highlighted that enforcement performance is affected by case complexity, legacy cases, and capacity constraints. The committee was informed that efforts are ongoing to improve timeliness and address backlogs.
