The Licensing Sub-Committee was scheduled to consider a new premises licence application for Angels Club Basement in West Ealing. The meeting's agenda also included procedural guidance.
New Premises Licence Application for Angels Club Basement
The primary item scheduled for discussion was a new premises licence application for Angels Club Basement, located at 25 Broadway, West Ealing, W13 9DA. The applicant, Bianca Ailincai, sought to operate the premises as a members' club offering the supply of alcohol, late-night refreshment, recorded music, and dance.
The application proposed operating hours from 23:00 to 03:30 for the supply of alcohol and recorded music, and until 04:00 for late-night refreshment, seven days a week. These proposed hours fall outside the London Borough of Ealing's Statement of Licensing Policy core hours and are within a designated Special Policy Area1.
Seventeen representations were received in objection to the application. These included objections from the Workplace and Public Safety team, the Metropolitan Police Service, the Licensing Authority's Enforcement & Compliance team, Environmental Health's Pollution Control team, and thirteen members of the public, as well as the Walpole Residents Association. Concerns raised in these representations primarily focused on the potential for increased crime and disorder, public nuisance, and risks to public safety, particularly given the premises' basement location, its access via a narrow alleyway, and its proximity to residential properties. Several objectors also raised concerns about the protection of children from harm and the safeguarding of performers.
The report pack detailed the licensing policy considerations, including the Council's Statement of Licensing Policy and its approach to Special Policy Areas and the imposition of licensing conditions. It also outlined the legal implications and human rights considerations relevant to the decision-making process.
The committee was asked to consider the application, the operating schedule, the relevant representations, and the Council's Statement of Licensing Policy, and to decide whether to:
- Grant the application as applied for.
- Grant the application with additional or modified conditions.
- Exclude any of the licensable activities.
- Refuse to specify a Designated Premises Supervisor (DPS).
- Reject the application.
