The Licensing Sub-Committee is scheduled to consider a new premises licence application for an event called Lekker In London, which is proposed to take place annually at Cheam Park. The committee will also review the standard procedure for licensing sub-committee hearings.
Licence Application for Lekker In London
The main item for discussion is an application for a new premises licence for Lekker In London,
an event proposed to be held annually at Cheam Park. The application, submitted by Lyle Millar, seeks to authorise the sale of alcohol for consumption on and off the premises between 12:00 and 22:00 on Saturdays. It also seeks permission for the provision of recorded music, dance performances, and similar activities during the same hours. Live music would be permitted from 10:00 to 22:00, with the first two hours designated for sound checks only. If granted, the licence would commence on 26 August 2026 and run annually on the last Saturday of August.
The report pack details the applicant's operating schedule, which outlines measures to promote the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. These measures include controlled access and entry management, CCTV surveillance, a noise management plan, waste and environmental controls, and safeguarding procedures for children.
However, the application has attracted several objections from Other Persons,
including residents and the Business Regulation Service. These objections primarily focus on concerns related to public nuisance, public safety, the prevention of crime and disorder, and the protection of children from harm. Specific concerns raised include excessive noise from amplified music and crowds, potential disturbance from attendees leaving the park, light pollution, inadequate safety planning for a crowd of nearly 5,000 people, potential for alcohol-related disorder and anti-social behaviour in surrounding residential areas, and risks to children from alcohol misuse and unsafe crowd conditions. Some objectors have also noted that the event is already being advertised and tickets are being sold, raising questions about the consultation process.
The committee will need to consider these representations alongside the applicant's proposed operating schedule and the relevant guidance from the Secretary of State and Sutton Council's Statement of Licensing Policy1.
