The Non-Strategic Planning Committee of West Northamptonshire Council is scheduled to meet on Thursday 18 June 2026. The committee's agenda includes the consideration of several planning applications for residential developments across Northampton.
Applications for Determination
The committee is scheduled to consider six planning applications for determination. The most significant of these is the proposal for the construction of 20 apartments at Land adjacent to Masonic Club, Sheaf Close, Northampton1. This application, numbered N/2020/1427, is classified as major development and is recommended for permission subject to conditions and a Section 106 agreement. The agreement would secure contributions towards employment and skills training, library provisions, affordable housing, and open space improvements. The report notes that the site is currently designated as a Safeguarded Employment Area, and while there is a tension with Policy EC1 of the Northampton Local Plan Part 2, the principle of residential development is considered acceptable due to the previous approval for a care home and the council's inability to demonstrate a five-year housing land supply.
Another key item is the application for the conversion of an existing dwelling to two self-contained flats at 119 Holly Road, Northampton2. This application, 2026/1256/FULL, has been called in by Councillor Bob Purser due to concerns about internal facilities, refuse storage, and parking provision. The report indicates that the proposal would not result in external alterations and would therefore not harm the character or appearance of the host property or the surrounding area. The Local Highway Authority has raised no objection, noting the site's sustainable location.
The committee will also consider an application for a first-floor two-storey side extension at 21 Whitegates, Northampton3 (2025/5229/FULL). This application was previously deferred for a site visit and has been called in by Councillor Pinder Chauhan due to concerns about overdevelopment. The revised plans include alterations to the roof form and a reduction in rearward projection, which officers consider integrate appropriately with the existing dwelling and minimise visual and residential impacts.
Further applications include:
- 2026/0648/FULL for a single-storey rear and side extension to an existing House in Multiple Occupation (HMO) at 8 Cedar Road, Northampton4. This application was called in by Councillor Zoe Smith due to concerns about occupant amenity, neighbour amenity, parking, and refuse. The report suggests the proposed extensions would not have an adverse impact on local character and that the increase in occupation is not considered to result in an unacceptable level of noise and disturbance.
- 2026/0934/FULL for a single-storey rear extension, two-storey side extension, loft conversion with rear dormers, and new hardstanding with drop kerb at 86 Windsor Crescent, Northampton5. This application was called in by Councillor John East due to concerns regarding overlooking and the overbearing impact on neighbouring properties. Amendments have been made to reduce the scale and massing of the extensions and dormer, and a side-facing window has been omitted and replaced with obscure glazing.
- 2025/4751/FULL for retrospective permission for the erection of an outbuilding to create an annex at 34 Knightscliffe Way, Northampton6. This application was called in by Councillor Vincent Clive due to concerns about the creation of a separate residential dwelling, adverse impact on residential amenity and local character, and potential for non-ancillary use. The report concludes that the building is ancillary to the host dwelling and does not represent a cramped form of development, with limited impact on the street scene.
The agenda also includes standard procedural items such as apologies for absence, declarations of interest, confirmation of previous minutes, and chair's announcements. Details of proposed pre-committee site visits for future meetings are also to be circulated.
