The Development Control Committee of West Suffolk Council met on Wednesday 2 September 2026. The committee granted planning permission for three commercial units at Hatchfield Farm in Newmarket, following an outline application approved in 2020. The reserved matters application concerned the appearance, landscaping, layout, and scale of the development.
Concerns were raised by Newmarket Town Council, local trainers, and MP Nick Timothy regarding increased traffic, particularly HGV movements through Newmarket town centre, and the potential impact on the horse racing industry. Objections also cited the scale and appearance of the buildings, with a specific concern about a proposed distribution centre being too close to residential properties.
However, officers were satisfied that the development accorded with the adopted development plan and relevant material considerations. They noted that the outline application had already approved the principle of development and the means of access, and that the current application adhered to the approved parameter plans. While acknowledging the concerns about HGV movements, officers argued that imposing a condition to restrict turning movements would likely fail legal tests for enforceability and necessity, given the proximity to the A14 and the availability of quicker routes.
Ultimately, the committee voted 13 to 2 in favour of approving the application, with Councillor Jon London proposing the motion, seconded by Councillor Carol Bull.
West Suffolk Operational Hub, Fornham St Martin
The committee unanimously approved a hybrid planning application for the expansion of the West Suffolk Operational Hub in Fornham St Martin. The application comprised a full planning application for a new car park, hardstanding, and changes to existing parking areas, alongside an outline application for future buildings to expand the hub.
The proposal was deemed necessary to meet the requirements of increased recycling targets and population growth, supporting the efficient delivery of essential services across West Suffolk. The expansion will provide additional capacity for waste management, fleet depots, and operational services.
While acknowledging potential localised landscape and visual harm, particularly from Fornham Road, officers concluded that this was limited and would be mitigated by landscaping, bunding, and the site's topography. The development was considered to align with the local plan's allocation for the expansion of the hub and offered significant public benefits, including supporting employment and enhancing public rights of way.
The application was proposed for approval by Councillor Susan Glossop and seconded by Councillor Ian Houlder.
Key Decisions Made:
- Hatchfield Farm, Newmarket: Planning permission granted for three commercial units.
- West Suffolk Operational Hub, Fornham St Martin: Hybrid planning permission granted for the expansion of the hub, including a new car park and outline permission for future buildings.
