The Planning Applications Committee of Kensington and Chelsea Council met on Tuesday 8 September 2026 to consider a range of planning applications. The committee granted planning permission for all applications discussed, with one application for a substation development being granted with conditions related to noise mitigation.
Planning Applications Committee Meeting Summary
The Planning Applications Committee convened on Tuesday 8 September 2026 to review and decide upon a series of planning applications. The meeting, chaired by Councillor Anne Cyron, Vice-Chairman of Planning, saw the committee grant planning permission for all items on the agenda.
15-35 Notting Hill Gate
The committee granted planning permission for the refurbishment of the building at 15-35 Notting Hill Gate, London, W11 3JQ. The proposal included replacement of external facades, ground floor works such as a new office entrance and bin and cycle store, the creation of rooftop terrace areas, a new plant enclosure, an extension to the stair core, and associated works. Councillor Georgia Hardisty, a ward councillor for Pembridge, declared an interest in this item due to her work with Beltane Asset Management on Astley House, but stated she could comment impartially. Concerns were raised by councillors regarding potential anti-social behaviour, drug use, and homelessness around the bicycle parking area, and the aesthetic appeal of the rear of the building. Officers confirmed that while anti-social behaviour falls outside the planning regime, measures were proposed to improve the rear environment, including different materials for cladding and a better-designed bin and bicycle store. Amendments were made to the wording of conditions 5, 9, and 10 to clarify their relevance to all roof terraces. An informative was added regarding planting to enhance the rear of the building.
14 Lennox Gardens
Planning permission was granted for the construction of a single-storey basement at 14 Lennox Gardens, London, SW1X 0DG. The basement would include a yoga studio/gym, toilet, shower, swimming pool, pool storeroom, and plant room. The proposal was found to comply with Local Plan Policy CD11 regarding basement development, with conditions attached to manage construction impacts, including noise, dust, and traffic. A Section 106 agreement was required to prevent the implementation of a previous, larger basement permission, ensuring the current proposal's garden coverage limit was not exceeded. Objections were raised by residents concerning structural damage, cumulative impacts of basement development, noise, traffic, air quality, and the location of servicing infrastructure. Officers addressed these concerns, noting that the proposal complied with policy limits and that construction impacts would be managed through conditions.
180-186 Brompton Road
Permission was granted for the installation of an emergency generator in the rear courtyard of 180-186 Brompton Road, London, SW3 1HQ. This generator is intended for emergency use to power medical imaging equipment, including MRI and CT scanners, which have specific power resilience requirements. The committee deferred the decision at a previous meeting to seek further information on the generator's siting, screening, and necessity. The additional information provided, including a generator section, acoustic details, and an emergency generator alternatives report, satisfied the committee's concerns. The report detailed the mandatory NHS requirements for secondary power supplies for such facilities and explained why alternative solutions were not suitable. Conditions were attached to manage noise emissions and air quality impacts.
Other Planning Applications Granted

- 165-181 Kensington High Street, London, W8 6SH: Temporary externally illuminated advertising banner on scaffolding shroud for up to nine months.
- Kelso Cochrane House, 175A Kensal Road, London, W10 5DD: Alterations to ground floor rear elevation windows and doors, and installation of rear external plant housing.
- 1 Barlby Gardens, London, W10 5LW: Retrospective replacement of windows, front entrance door, and rear flat roof.
- 5 Barlby Gardens, London, W10 5LW: Retrospective replacement of windows, front entrance door, rear flat roof, and front forecourt paving.
- 9 Barlby Gardens, London, W10 5LW: Retrospective replacement of windows, front entrance door, rear flat roof, main roof covering, and roof window.
- 17 Barlby Gardens, London, W10 5LW: Retrospective replacement of windows, front entrance door, rear flat roof, main roof covering, and roof window.
- Kensington Central Library, 12 Phillimore Walk, London, W8 7RX: Retrospective installation of a semi-permanent sculpture, bench, and planting scheme designed to enhance space and aid biodiversity. This was granted for a temporary period of two years.
- Sports Ground, Holland Park, Kensington High Street, London, W8 6LU: Refurbishment of existing tennis court and replacement of floodlights.
- 152-154 Cromwell Road, London, SW7 4EF: Installation of a temporary decorative scaffold shroud with advertising.
- Upper Blantyre Walk, World's End Estate, London: Removal of non-original pitched roofs and re-covering of flat roofs.
- 15 Gloucester Road, London, SW7 4PP: Temporary decorative scaffold shroud screen advertisement.
- Garages to the East of September House, 1 Wharfedale Street, London, SW10 9AN: Demolition of garages and construction of a duplex apartment. This application was recommended for grant subject to a legal agreement securing the new unit as permit-free.
- 180-186 Brompton Road, London, SW3 1HQ (PP/26/01213): Addition of air conditioning units with acoustic screen, balustrade screening to a rear first-floor roof, and provision of a quench pipe. This application received six objections.
The committee also noted that item S071, relating to garages at 1 Wharfedale Street, had been withdrawn from the agenda.
