The Overview and Scrutiny Committee of West Suffolk Council met on Thursday 10 September 2026 to discuss the performance of Barley Homes, an update on the audio-visual system in the Conference Chamber, and appointments to outside scrutiny bodies. Barley Homes Performance Review

The committee was scheduled to scrutinise the performance and financial standing of Barley Homes, a wholly-owned subsidiary of West Suffolk Council established in 2015. The report detailed the company's objectives, which include delivering sustainable housing developments with high levels of affordable homes, supporting the council's strategic priorities, and generating financial returns for the council. The report highlighted the challenging market conditions faced by the housing development sector, with build costs increasing at a faster rate than house prices. It outlined Barley Homes' current pipeline of potential future developments, aiming for over 300 new homes across 11 locations, with a significant proportion designated as affordable housing. The financial performance indicated that since its incorporation, Barley Homes had generated £3.46 million for West Suffolk Council, with a cumulative profit of £796,879. The report also proposed a different model for annual internal scrutiny and assurance, suggesting that the company's annual report be presented to this committee instead of holding an Annual General Meeting (AGM), which has historically seen low attendance.

Audio-Visual System in the Conference Chamber

An update was provided on the audio-visual (AV) system installed in the Conference Chamber at West Suffolk House in May 2023. The report detailed issues experienced with the system, including problems with wireless microphones, sound interference, display screen disconnections, and camera tracking failures. These issues had impacted the reliability and user experience, particularly during public meetings and live streaming. Measures taken to address these problems included a more robust fault logging process, targeted training for staff, consistent pre-event system testing, and a firmware upgrade. The report also noted that the current contract with the supplier was due to expire in February 2028 and that the use of the Conference Room was likely to increase with the advent of the Shadow Council.

Appointments to Outside Scrutiny Bodies

The committee was due to consider appointments to the Suffolk Health Scrutiny Committee. As West Suffolk Council currently had no full or substitute representative on this committee, the Overview and Scrutiny Committee was asked to appoint members from its full membership to serve for the remainder of the current administration's term. The Suffolk Health Scrutiny Committee is responsible for scrutinising wellbeing and health services across the county and meets four times a year.

Suffolk County Council Suffolk Police and Crime Panel

The committee was scheduled to receive a report on the Suffolk Police and Crime Panel meeting held on 17 July 2026. The Panel's role is to support and challenge the Suffolk Police and Crime Commissioner (PCC). The report from the July meeting indicated that the Panel had re-elected its Chair and Vice Chair, scrutinised Theme 3 of the PCC's Police and Crime Plan concerning community engagement, received an update on the Constabulary's Estates Portfolio, and reviewed its own Annual Report.

Cabinet Decisions Plan

The committee was presented with the Cabinet Decisions Plan for the period 1 October 2026 to 31 May 2027. The purpose of this item was for the Overview and Scrutiny Committee to identify any items within the plan on which they would like further information or involvement, in line with their role of holding the Cabinet to account.

Scrutiny Work Programme Update

A report was presented to update the committee on the current status of its rolling work programme for 2026/2027. This included details of ongoing scrutiny reviews, task and finish groups, and any items scheduled for future meetings.
