The Housing Advisory Board meeting scheduled for 10 September 2026 was set to cover a range of housing-related topics, including tenant engagement, performance updates, and policy reviews. Key discussions were expected to focus on the Tenant Voice Report, updates from the Tenant Participation Advisory Service, and the annual assurance report for Spring TMO. The board was also scheduled to review the Anti-Social Behaviour and Tenancy Management Report, as well as consider proposed amendments to the Housing Allocations Policy.
Tenant Voice Report
A report was scheduled to provide an overview of the work undertaken by the Tenant Voice Forum. This included updates on strengthening tenant engagement and a review of the current complaint process. The report was also expected to detail progress on tenant recruitment for the Housing Advisory Board, with new members set to join in November after undergoing training.
Tenant Participation Advisory Service Update
An update was scheduled from Claire Rogan, Head of Performance, Assurance and Improvement, regarding the Tenant Participation Advisory Service (TPAS) consultancy commission. This review aimed to enhance tenant influence, engagement, and scrutiny arrangements within Bury Housing. The report detailed the progress of the consultancy, which involved a desktop review, workshops with staff and residents, and the development of a strategy and framework for tenant involvement. The next steps included completing reality-checking discussions with tenants and finalising recommendations.
Annual Tenant Voice Report
This report, also from Claire Rogan, was intended to present the Tenant Engagement Annual Report for 2025/26. It was expected to highlight achievements in strengthening tenant influence through the Tenant Voice Forum and increased participation in service reviews and policy development. Key outcomes included tenant-led scrutiny of complaints handling, influence on new policies, and the delivery of learning and development opportunities for tenants. The report was also anticipated to show positive movements in tenant satisfaction measures.
Spring TMO Annual Assurance Report
Claire Rogan was also scheduled to present the Spring Tenant Management Co-operative (TMC) Annual Assurance Report. This report was to provide an overview of the TMC's performance in areas such as repairs, tenancy management, complaint handling, and tenant satisfaction. It was expected to highlight areas of strong performance, such as safety compliance, while also identifying opportunities for further development in governance assurance, risk management, and property compliance reporting. The report was also to cover monitoring related to rent arrears and damp and mould cases.
Anti-Social Behaviour (ASB) and Tenancy Management Report
Kimberley Partridge, Head of Housing and Neighbourhood Services, was scheduled to present a report on Anti-Social Behaviour (ASB) and tenancy management. This report was to provide an overview of ASB demand, performance, and case management activity, highlighting the main drivers of the current caseload and areas with the highest levels of ASB. It was also to review enforcement and intervention activities undertaken during the quarter and outline actions being taken to improve service performance. The report was also to include tenancy management performance, highlighting service improvements and areas requiring ongoing attention.
Allocations Policy Review
Sian Grant, Director of Housing, was scheduled to present a report on the review and proposed amendments to Bury Council's Housing Allocations Policy. The council is required to have an allocations policy under Section 167 of the Housing Act 1996. The report proposed two minor changes: firstly, to include provision for retiring service tenants who lose their accommodation upon retirement to be rehoused through a direct let. Secondly, it was proposed to amend the policy to allow for direct lets at the discretion of the Director of Housing in exceptional circumstances.
