The Licensing and Safety Committee of Bury Council met on Thursday 10 September 2026 to discuss operational matters within the Licensing Service and consider reports on the suspension or revocation of public and private hire driver licences. The meeting also included a review of previous minutes and an opportunity for public questions.
Operational Report
A report was presented to the committee detailing operational issues within the Licensing Service. This included an overview of compliance and enforcement actions taken between July and 28 August 2026 concerning both vehicles and licensed premises. For vehicles, actions ranged from advice given for missing signage to licence revocations for vehicles exceeding suspension periods. For premises, enforcement actions included dealing with underage sales, incorrect summary displays, and anti-social behaviour. The report also outlined decisions made by Licensing Hearings Sub-Committees regarding premises licences for Radcliffe Snooker Club, Central Café, the Black Bull, and Bill and Coo, as well as a personal licence application. Additionally, the report noted that six drivers had their licences immediately suspended due to not being registered on the DBS update service.
The report also provided information on the Greater Manchester Private Hire Vehicle (PHV) Support Fund, a regional initiative offering grants of up to £2,500 to eligible PHV proprietors to replace older vehicles with cleaner alternatives. Bury Council has been communicating this support to licensed proprietors ahead of the fund's opening in September 2026. A verbal update was also scheduled to be given regarding a trade liaison meeting held on 7 September 2026 with the Hackney and Private Trade.
Suspension or Revocation of Public/Private Hire Driver Licences
The committee was scheduled to consider a report concerning the suspension or revocation of public and private hire driver licences. This item was to be considered in private session, with the press and public excluded, due to the likely disclosure of exempt information relating to individuals holding or applying for licences.
Minutes of Previous Meetings
The committee was scheduled to review and approve the minutes from its previous meetings held on 9 and 21 July 2026.
Public Question Time
An opportunity was scheduled for members of the public to ask questions on any matters for which the committee is responsible, provided that notice had been given by midday two days before the meeting.
