The Local Pension Board of Wiltshire Council met on Thursday 10 September 2026 to review a range of reports concerning the governance, financial health, and operational performance of the Wiltshire Pension Fund. Key discussions were scheduled to include updates on the Fund's financial controls, investment performance, and the implementation of new regulatory requirements.
Headlines & Monitoring (HAM) Report
A comprehensive report was scheduled for discussion, providing the Board with an ongoing oversight of several critical areas. This included updates on the scheme, regulatory, and legal landscape affecting the Fund, as well as governance developments, notably progress on the General Code of Practice (GCOP). The Board was also set to review the Health Check Dashboard for the period ending 30 June 2026, which measures performance against the Fund's Business Plan objectives. Further items included an update on the Risk Register, Administration Key Performance Indicators (KPIs) for May to August 2026, progress against the KPI Improvement Plan, and an update on the Key Financial Controls audit for 2026/27.
Key Financial Controls
The Investment and Accounting Team Lead was scheduled to provide an update on the operational accounting arrangements and the monitoring of the quarterly budget. This report aimed to inform the Board about the Fund's financial standing and the effectiveness of its financial controls.
Terms of Reference for the Local Pension Board
Lucy Byrne was due to present the updated draft Terms of Reference for the Local Pension Board. This document outlines the Board's role, responsibilities, and governance arrangements, ensuring they remain appropriate and aligned with current regulatory requirements and best practices.
Annual Report & Accounts
The Investment and Accounting Team Lead was scheduled to present the Wiltshire Pension Fund's annual report and accounts for the 2024/25 financial year. This report provides a summary of the Fund's financial performance and activities.
Investment Update - Responsible Investment
An update on the Fund's approach to Responsible Investment was to be presented by the Investment and Accounting Team Lead. This would cover the Fund's strategies and progress in incorporating environmental, social, and governance (ESG) factors into its investment decisions.
Fit for the Future Requirements - Independent Person
The Investment and Accounting Team Lead was scheduled to present a proposal regarding the appointment of an Independent Person to the Pension Fund Committee. This role is a requirement under the Government's pension reforms, aimed at providing independent expertise and challenge to the Committee's decision-making.
Fit for the Future Requirements - LGPS Senior Officer
Lucy Byrne was expected to discuss the appointment of the LGPS Senior Officer. This discussion was to include a review of the document outlining the role and responsibilities of both the LGPS Senior Officer and the Section 151 Officer, ensuring clarity on their respective duties within the Fund's governance structure.
Minutes and Key Decisions of the Wiltshire Pension Fund Committee
The Board was scheduled to consider the Part 1 (public) minutes from the Wiltshire Pension Fund Committee meetings held on 18 June 2026 and 30 July 2026. This would allow the Local Pension Board to review decisions made by the Committee and ensure alignment with its own oversight responsibilities.
Date of Next Meeting and Forward Work Plan
The Board was to review its Scheme Year Forward Work Plan, outlining planned activities and discussions for future meetings. The date for the next Board meeting was confirmed as 3 December 2026.
