The Licensing Sub Committee D of Hackney Council met on Tuesday 8 September 2026 to consider applications for new premises licences. The committee was scheduled to discuss applications for the Golden Barrell and Mijju, both located in the Dalston ward.

Application for Premises Licence: Golden Barrell

The committee was scheduled to consider an application for a premises licence for the Golden Barrell, located at 121 Kingsland High Street, London, E8 2PB. The application sought authorisation for the retail sale of alcohol from Monday to Sunday, with proposed opening hours from 11:00 to 23:00 daily.

The report pack indicated that the premises is not currently licensed for any activity and is situated within a Special Consideration Area. While the Environmental Health Authority, Fire Authority, and Police had no representations, one representation was received from local residents on the grounds of the prevention of crime and disorder, public safety, prevention of public nuisance, and the protection of children from harm. The applicant's representative, Atlas Licensing, responded to these concerns, highlighting agreed measures relating to waste management, responsible alcohol sales, and staff training.

The report pack outlined a series of proposed conditions for the licence, covering the supply of alcohol, age verification, minimum drinks pricing, CCTV, fire safety, waste management, and customer conduct. These conditions were derived from the applicant's operating schedule and agreements with the Licensing Authority and Environmental Protection.

Application for Premises Licence: Mijju

The committee was also scheduled to consider an application for a premises licence for Mijju, located at 582 Kingsland Road, London, E8 4AH. This application sought authorisation for recorded music, late-night refreshment, and the retail sale of alcohol from Monday to Sunday. The proposed hours for recorded music and late-night refreshment were from 23:00 to 01:30 on Sundays to Thursdays, and 23:00 to 02:30 on Fridays and Saturdays, with premises opening hours extending to 02:00 and 03:00 respectively on those days. The sale of alcohol was proposed from 12:00 to 01:30 on Sundays to Thursdays, and 12:00 to 02:30 on Fridays and Saturdays.

The premises currently holds a licence granted on 6 January 2026, and the application proposed an extension of hours and the addition of late-night refreshment and recorded music. The premises is located within a Special Consideration Area, and the report noted previous Temporary Event Notices (TENs) with varying hours.

Representations were received from the Environmental Protection team and the Licensing Authority, both citing concerns regarding the prevention of public nuisance due to the proposed extended hours and the premises' location within a densely populated area with existing licensed premises. The Planning Authority provided an informative note regarding a pending planning application for the site. One representation was also received from local residents, objecting on the grounds of public nuisance, citing concerns about noise from music and the rear courtyard, and the building's acoustic insulation.

The report detailed proposed conditions derived from the applicant's operating schedule and agreements with Environmental Protection, including measures for CCTV, incident logging, waste management, and customer conduct. Additional proposed conditions addressed capacity limits, the prohibition of glass being taken off-premises, designated smoking areas, and table service for alcohol sales.
