The meeting is scheduled to consider the appointment of a main contractor for the refurbishment of The Tram Works, located at Hatherley Mews. This project is part of a wider strategy to regenerate the area and support creative, cultural, and commercial uses, aiming to enhance the cultural offer and local economy in Walthamstow.
The report pack indicates that enabling works, infrastructure upgrades, and planning consents have already been completed. The current phase focuses on refurbishing vacant units to bring them into use. A competitive procurement process has concluded, and approval is now being sought to award the main works contract. The recommendation is to award a contract to Woodland Interiors Contracting Limited for the refurbishment works at Hatherley Mews for a sum not exceeding £1,573,643.23.
The vision for Hatherley Mews is to create a new cultural destination for Walthamstow, providing space for creative enterprises, businesses complementing the Soho Theatre Walthamstow, and leisure and hospitality businesses. This development aims to enhance the local nighttime economy. The project has secured significant funding from the Government's Levelling Up Fund, in addition to allocated capital investment.
The refurbishment scope includes essential structural, compliance, and regulatory works. The procurement process involved an Expression of Interest followed by an open tender, which resulted in 14 tender submissions. Following evaluation, two were deemed non-compliant. The report suggests that the process has assured value for money and cost certainty.
The report also outlines that the Council has the power to enter into such contracts under the Localism Act 2011 and the Local Government (Contracts) Act 1997. The procurement has been conducted in accordance with the Procurement Act 2023 and the Council's Contract Procedure Rules. An Equality Impact Assessment screening has been undertaken, which identified a positive impact for disability due to planned accessibility improvements. The regeneration is also expected to contribute to environmental improvements, including the installation of solar photovoltaic panels, and aims to foster inclusive participation in culture and leisure activities, thereby improving health and wellbeing.
