The primary item scheduled for discussion was the proposed traffic regulation and speed limit orders for Crewe Lane in Kenilworth. The report pack outlined plans to introduce a 30 mph speed limit along a section of Crewe Lane and to prohibit motor vehicles on a 99-metre stretch near Kenilworth Golf Club.
The rationale behind these proposals is to address the narrow, unlit, rural nature of Crewe Lane, which is considered unsuitable for the increased traffic anticipated from a major housing development planned nearby. The intention is to redirect through traffic onto a purpose-built spine road, thereby relieving pressure on Crewe Lane and enhancing safety for pedestrians and cyclists. The report noted that the Warwick District Local Plan and the Land East of Kenilworth development brief SPD had previously identified Crewe Lane as unsuited for high volumes of traffic and suggested its downgrading.
The report detailed the extensive consultation process undertaken, which received 105 responses. While there was support for the 30 mph speed limit, a significant number of objections were raised against the proposed prohibition of motor vehicles. Common themes in the objections included concerns about reduced access, longer detours for motorists, and the potential for displaced traffic to cause congestion on other routes. The council's responses indicated that new roads would provide equivalent access and that the new spine road was designed to accommodate additional traffic.
The report also outlined the financial and environmental implications of the proposals. Funding for the scheme is to be drawn from a Section 106 Highways Contribution of £600,871.05 secured from the Southcrest Farm housing development. The environmental benefits cited include improved air quality through reduced motor traffic and the potential for Crewe Lane to return to a more natural, green lane environment.
The report pack indicated that a recommendation was to be made regarding the making of the 30 mph Speed Limit Order and the Prohibition of Motor Vehicles Order, subject to certain conditions being met. These conditions included the temporary traffic regulation order on Dalehouse Lane no longer being in force and the construction of a new roundabout at the junction of Glasshouse Lane, Oakley Road, and Stansfield Grove. The report provided a provisional timeline for the implementation of these measures, with the commencement of the 30 mph speed limit order anticipated in July 2026 and the prohibition of motor vehicles order in June 2027.
