The Greater Manchester Police, Fire and Crime Panel is scheduled to hold its Annual General Meeting on Monday 29 June 2026. The meeting will cover appointments to the panel, the election of its Chair and Vice-Chair, and a review of the panel's procedural rules, arrangements, and complaints procedure.
Appointments to the Panel
The panel will note the members appointed by constituent councils for the municipal year 2026/27. These include Councillor Hamid Khurram for Bolton, Councillor Richard Gold for Bury, Councillor Barbara Bentham for Salford, Councillor Dan Oliver for Stockport, Councillor Stephen Homer for Tameside, Councillor Keleigh Glenton for Trafford, and Councillor Kevin Anderson for Wigan. The panel will also note the previously co-opted independent members: Tony Gordon, Stephen Williams, and Duncan Craig. The appointment of five further co-opted local authority members, intended to achieve a balanced representation, is scheduled for the next meeting.
Appointment of Chair and Vice-Chair
Members of the panel will be asked to nominate and second candidates for the positions of Chair and Vice-Chair for the upcoming municipal year.
Rules of Procedure, Panel Arrangements, and Complaints Procedure
Melinda Edwards, the GMCA Deputy Monitoring Officer, is scheduled to present the panel's Rules of Procedure1, Panel Arrangements2, and Complaints Procedure3. These documents outline the operational framework for the panel, including how meetings are conducted, how members are appointed, and how complaints against the Mayor and Deputy Mayor for Policing and Crime are handled. The Rules of Procedure detail the conduct of meetings, voting, and the panel's scrutiny functions. The Panel Arrangements establish the panel as a joint committee of the ten Greater Manchester local authorities and outline membership and funding. The Complaints Procedure details how the panel will manage and investigate complaints, including the process for referring serious complaints to the Independent Office for Police Conduct (IOPC).
Overview of Support Provided to the Panel
Jeanette Staley, Lead Advisor to the Panel, will present a report outlining the support activities provided to the Police, Fire and Crime Panel. This report will detail the range of support, including administrative, legal, and democratic services, and identify the organisations responsible for providing this assistance. The report will also confirm that current support arrangements remain in place, aligned with the authority whose Chief Executive holds GM portfolio responsibility for Safer and Stronger Communities.
