Summary

Open Council Network is an independent organisation. We report on Greenwich and are not the council. About us

The Housing and Neighbourhoods Scrutiny Panel of Greenwich Council is scheduled to consider a report on the Safer Greenwich Partnership (SGP) and to note future work items. The panel will also review the Safer Greenwich Partnership's effectiveness in reducing crime and anti-social behaviour, and its role in community safety.

Safer Greenwich Partnership

The panel is scheduled to consider a report on the Safer Greenwich Partnership (SGP) and to make recommendations to the Executive if necessary. The SGP is the borough's statutory Community Safety Partnership, as required by the Crime and Disorder Act 1998. Its statutory members include the Council, Police, National Probation Service, Fire Service, and the NHS South-East London Integrated Care Board. The partnership's responsibilities include analysing crime data to identify priorities, setting strategic plans, and monitoring their progress.

The report is expected to detail how effectively the SGP is reducing crime and anti-social behaviour, analysing recent crime data, and reviewing current structures and initiatives. It will also consider areas of progress, ongoing challenges, and opportunities for improvement. The SGP has six priorities, including creating safer public spaces, ending violence and abuse against women and girls, preventing modern slavery, reducing serious violence, tackling drug and alcohol harms, and addressing hate crime, all underpinned by driving community confidence and resilience.

The report is anticipated to highlight that while substantial work is undertaken across the partnership, a significant proportion of activity has been driven primarily by Community Safety, Integrated Enforcement, and the Police. A key objective has been to promote greater ownership of the SGP agenda by ensuring all statutory partners contribute meaningfully. The SGP is also developing an interactive Power BI dashboard to enhance the monitoring of partnership actions and is liaising with Bexley and Lewisham Community Safety Partnerships to develop a cross-borough community safety risk register.

Commissioning of Future Reports

The panel is also scheduled to note the work items planned for its meeting on 4 November 2026. These include reports on Rough Sleeping, Building Safety & Compliance, and Repairs Performance. The Rough Sleeping report will assess current trends, winter preparedness, temporary accommodation pressures, support pathways, and prevention strategies. The Building Safety & Compliance report will review fire, asbestos, and electrical safety, and adherence to the Housing Assurance Framework. The Repairs Performance report will examine performance trends, resource challenges, and the sustainability of improvements, with a focus on damp and mould, leaks, and major repairs.
