The Licensing Sub Committee Hearing Panel met on Monday 14 September 2026. The sole item on the agenda was an application for a new premises licence for 360 General Store, located at 13 Silvercroft Street, Manchester, M15 4ZB. However, the application was withdrawn by the applicant prior to the meeting, meaning no decision was necessary.
Application for a New Premises Licence - 360 General Store
An application for a new premises licence for 360 General Store, at 13 Silvercroft Street, Manchester, M15 4ZB, was listed on the agenda. The application, made by CG Three60 Limited, sought permission to supply alcohol for consumption both on and off the premises from 6am to 2am, Monday to Sunday, and to provide late-night refreshment from 11pm to 2am. The premises were described as a convenience store and cafe.
However, the minutes of the meeting confirm that the application had been withdrawn by the applicant. Consequently, the Hearing Panel was informed that no decision was required on this matter.
The report pack detailed that representations had been received from both Greater Manchester Police (GMP) and the Licensing and Out of Hours Compliance Team. GMP had raised concerns regarding the potential for increased crime and disorder due to the late operating hours, suggesting conditions such as the mandatory use of Security Industry Authority (SIA) registered door supervisors after midnight and restrictions on the use of the external terrace area. The Licensing and Out of Hours Compliance Team recommended refusal of the application, citing insufficient measures to manage customer behaviour, noise, and the impact of late-night activity on residents in the densely populated area. They also highlighted concerns about the potential for increased noise and anti-social behaviour due to the proximity of short-term accommodation and the risk of alcohol being consumed on surrounding streets, which could breach the Public Spaces Protection Order (PSPO) for the City Centre.
Despite these objections and the detailed report outlining the potential issues, the application was withdrawn before the panel could make a determination.
