The General Licensing Committee of Swansea Council is scheduled to convene on Friday 18 September 2026. The meeting's agenda includes a discussion on the exclusion of the public from certain agenda items and the consideration of a Hackney Carriage and Private Hire Driver's Licence application.
Exclusion of the Public
The committee is scheduled to consider whether the public should be excluded from parts of the meeting. This consideration is based on the potential disclosure of exempt information, as defined by Schedule 12A of the Local Government Act 1972, as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007. Reports indicate that the exclusion of the public may be necessary for items involving the likely disclosure of information relating to particular individuals, their financial or business affairs, labour relations matters, legal professional privilege, proposed statutory notices or directions, and the prevention, investigation, or prosecution of crime. The committee will be asked to consider the public interest test in relation to these matters, except where legal professional privilege is involved. Hackney Carriage and Private Hire Driver's Licence Application
A significant item on the agenda involves the grant of a Hackney Carriage and Private Hire Driver's Licence. This discussion is scheduled to take place under the provisions of the Town Police Clauses Act 1847 and the Local Government (Miscellaneous Provisions) Act 1976. The report pack indicates that this item may involve the disclosure of exempt information, necessitating the potential exclusion of the public. The previous meeting of the General Licensing Committee on 19 June 2026 also addressed a similar item concerning an individual identified as RPR, where a warning was issued regarding their Hackney Carriage and Private Hire Driver's Licence, and no further action was taken on their vehicle licences. The current meeting will consider a new application under these legislative frameworks.
