The Licensing Sub-Committee of the Royal Borough of Kensington and Chelsea met on Tuesday, 28 July 2026, to consider an objection to a Temporary Event Notice (TEN) for Flat 5, Arthur Court, 40 Silchester Road. The objection was withdrawn by the Metropolitan Police prior to the hearing, leading to the successful progression of the TEN.

Temporary Event Notice for Flat 5, Arthur Court

The primary item of discussion was a Temporary Event Notice (TEN) submitted by Ms. Monique Walsh-Jemmott for Flat 5, Arthur Court, 40 Silchester Road, London, W10 6SS. The notice was for the sale of alcohol off the premises and late-night refreshment during Notting Hill Carnival on Sunday, 30 August 2026, and Monday, 31 August 2026, between 12:00 and 19:00 each day, with a maximum of 10 people in attendance at any one time.

Initially, PC Jinelle Caldinez of the Metropolitan Police had lodged an objection to the TEN on the grounds of public safety and the prevention of crime and disorder. The police's concerns, detailed in their objection notice, highlighted the potential for increased congestion, crowd build-up, and pinch points on the public highway during the Notting Hill Carnival, particularly given the location on a parade route. They also raised concerns about the lack of a submitted event management plan, risk assessment, and site plan, as well as the potential for unauthorised street trading.

However, during the hearing, PC Caldinez informed the committee that the Metropolitan Police were withdrawing their objection. This decision followed a review of additional information provided by the applicant and an email exchange where Ms. Walsh-Jemmott clarified that the stall would be located outside her home, not within the property itself, and that she had successfully operated a similar stall in the same location the previous year without issue. She also confirmed that the proposed hours had been amended to align with the permitted hours for Notting Hill Carnival.

Following the withdrawal of the objection, the legal officer, Ms. Lindsay, advised the committee that, in accordance with Regulation 10 of the Hearings Regulations, once a representation is withdrawn, the committee has no standing to hear the matter further. Consequently, the TEN was permitted to proceed. Councillor Greg Hammond, Chair of the Licensing Subcommittee, wished Ms. Walsh-Jemmott a successful carnival. The meeting then concluded.
