The Licensing Sub-Committee of the Royal Borough of Kensington and Chelsea met on Tuesday, 11 August 2026, to consider a Temporary Event Notice application for 177 Portobello Road. The application was initially objected to by the Metropolitan Police, but this objection was subsequently withdrawn.

Temporary Event Notice for 177 Portobello Road

The committee considered a Temporary Event Notice (TEN) submitted by Mr Sylvester Augustin for premises at 177 Portobello Road, London, W11 2DY. The TEN was for the sale of alcohol off the premises on Sunday 30 August and Monday 31 August 2026, during the Notting Hill Carnival, with a proposed capacity of 40 people.

PC Mark Perry of the Metropolitan Police had initially lodged an objection to the TEN on the grounds of preventing crime and disorder and public safety. Concerns were raised about potential overcrowding, the creation of pinch points, and the lack of a submitted risk assessment or event management plan, particularly given the high footfall on Elgin Crescent during Carnival.

However, at the commencement of the hearing, PC Perry informed the committee that the Metropolitan Police were withdrawing their objection, having received and considered new evidence from the applicant, Mr. Augustin. Following this withdrawal, the legal advisor, Lindsay LaMaziria, advised the committee that they no longer had grounds to hear the matter and that the TEN could proceed.

Mr. Augustin had provided an Event Management Plan and a Risk Assessment that addressed the police's initial concerns. These documents detailed measures for crowd management, alcohol management, and security, including the use of plastic cups and tinned or bottled drinks, the deployment of eight staff members, and a security team. The plan emphasized maintaining patron flow and clear signage.

The committee, chaired by Councillor Greg Hammond, with members Councillor Arian Areti and Councillor Nadia Nail, noted the withdrawal of the objection. As the sole objector had withdrawn their representation, the committee was advised that the TEN could proceed.

PC Perry also mentioned that a similar situation had arisen with another TEN application for a sound system at the Mark Ross premises, where the police intended to withdraw their objection after reaching an agreement. This information was provided to assist the committee in anticipating proceedings for a later hearing.
