Parking Policy and Enforcement

The panel is scheduled to receive a report from Beth Rutherford, Head of Parking Services, which will provide an overview of the current parking service provision and relevant statutory and legislative issues. The report is expected to detail how Parking Services operates as a self-financing statutory service, responsible for managing and enforcing parking and moving traffic regulations across the borough. This includes the issuance and recovery of Penalty Charge Notices (PCNs), vehicle removal, and the administration of various permits. The report will also outline the financial management of the service, noting that income generated from parking is ring-fenced and can only be used for specific transport and highway-related initiatives, such as funding concessionary travel and investment in transport projects.

A key item within this report is a proposal to introduce 30 minutes of free parking across selected on-street and off-street locations. This initiative, which is to be presented to Cabinet on 9 September 2026, aims to support local businesses and increase footfall in town centres and neighbourhood shopping areas. The proposal includes limiting the free parking to one 30-minute session per vehicle per day, requiring motorists to activate the session through the council's cashless parking provider to enable monitoring and prevent misuse.

The report will also cover enforcement activity, highlighting an increase in the deployment of Civil Enforcement Officers (CEOs) to improve visibility and compliance. This enhanced approach has reportedly led to a positive change in driver behaviour and increased feedback from residents regarding footway parking and obstructions. Furthermore, the report is expected to detail a dedicated Blue Badge enforcement programme to address fraud and misuse.

Urban Green Spaces

A report from Lisa Smart, Environment, Fleet and Active Communities Programme Director, is scheduled for discussion, focusing on the services provided by the Urban Green Spaces team. This will include an overview of the team's engagement with friends of parks groups, investment in green spaces, amenities, maintenance practices (including derelict buildings), and issues related to litter.

The report is expected to detail the significant portfolio of green infrastructure managed by the service, encompassing 132 parks and open spaces, roadside verges, housing green space, and rain gardens. It will also outline the service's budget position, noting a net Council contribution of £1.724 million to support its operations. The report will cover operational activities since May 2026, including managing the peak growing season, the challenges posed by littering and fly-tipping, and the impact of extreme weather.

A significant focus will be placed on the council's engagement with friends groups and volunteers, detailing their contributions and the support provided by the council, including insurance cover and guidance on governance. The report is also expected to provide an update on the borough-wide litter bin improvement programme, which has seen the installation of new, larger-capacity bins to address increased waste volumes. Information on the maintenance and planned improvements for play areas and outdoor gym equipment, as well as the Pride in Enfield Fund Programme and the utilisation of park buildings, will also be presented. Key challenges such as extreme weather, littering, fly-tipping, anti-social behaviour, and balancing reactive with planned work are also anticipated to be discussed.

This document outlines the topics planned for review throughout the year, including future discussions on recycling and waste management, fly-tipping and street scene issues, local traffic neighbourhood (LTN) schemes and active travel projects, and a review of leisure centres and the Dugdale Arts Centre.
