The Local Pension Board of Enfield Council is scheduled to convene on Wednesday, 23 September 2026. The meeting's agenda includes a review of the pension administration's performance, an update on the training strategy, and discussions regarding the Fit for the Future
reforms and asset pooling arrangements with London CIV.
Quarterly Monitoring Report of Pensions Administration Performance Targets and Indicators
The meeting is scheduled to consider the Quarterly Monitoring Report of Pensions Administration Performance Targets and Indicators, including the Risk Register. This report, delivered by Tim O'Connor, Exchequer Manager Pension, will provide an update on the administration of the pension fund. Members are asked to note the contents of this report.
Training Strategy
Ravi Lakhani, Head of Pension Fund and Senior LGPS Officer, will present the Training Strategy. This report outlines the approach to ensuring that members of the Pension Policy & Investment Committee (PPIC) and the Local Pension Board are equipped with the necessary knowledge and skills to effectively fulfil their roles. The strategy aims to ensure compliance with the Pension Schemes Act 2026 and the Fit for the Future
guidance, which introduces strengthened requirements around knowledge, understanding, and training for pension committee members. The report is attached as Appendix A, with the associated training plan for 2026 and 2027 detailed in Appendix B.
London CIV Update and Fit for the Future and Pooling Update
Ravi Lakhani will also deliver an update on London CIV and the Fit for the Future
reforms and pooling. This report will cover the implications of the final Fit for the Future
guidance published in June 2026 for the Enfield Pension Fund, focusing on governance, the Investment Strategy Statement (ISS), and asset pooling. The report will also highlight the requirement for Enfield to commission and complete an Independent Governance Review and prepare an action plan to address any findings. The appointment of an Independent Person/adviser is also noted, with authority delegated to the Chair of PPIC and the Head of Pension Fund to progress this. The report is attached as Appendix A, with a link to the final regulations from MHCLG provided as Appendix B.
Annual Report
The Enfield Pension Fund's Annual Report for 2025/26 will be presented by Ravi Lakhani. Members are asked to approve the content of this report, which covers the scheme overview, membership report, governance of the scheme, financial statements, and investment and funding details. The report is a statutory requirement and is prepared in accordance with the Local Government Pension Scheme Regulations 2013 and guidance from the Department for Levelling Up, Housing & Communities. Key headlines from the report indicate a strong financial position, with net assets increasing to approximately £1.71bn at 31 March 2026, and positive investment performance, although below the Fund's benchmark and LGPS peer group averages. The report is attached as Appendix A.
LAPFF - Quarterly Update - Q2
Ravi Lakhani will present the LAPFF (Local Authority Pension Fund Forum) Quarterly Update for the quarter ending 30 June 2026. This report provides details on the company engagements undertaken by LAPFF during the quarter, focusing on Environmental, Social, and Governance (ESG) issues. Highlights from the report include engagements with BP and Drax on climate change mitigation, discussions with HSBC and NatWest regarding their climate policies, and work on climate adaptation within the food sector. The report also details engagements on modern slavery with Philip Morris International, Salesforce, and Amgen, and discussions on mining and human rights with Vale. The report is attached as Appendix A.
Minutes of PPIC
The draft minutes of the last Pension, Policy and Investment Committee (PPIC) meeting held on 22 June 2026 will be presented for noting. These minutes will provide insight into the discussions and decisions made by the PPIC, which oversees the strategic direction and investment of the Pension Fund. The minutes are attached as Appendix A.
