The Licensing Driver Panel of Oldham Council met on Tuesday 22 September 2026 to review several dual driver's licences. The panel made decisions on six applications, including suspending one licence with immediate effect and refusing another new application.
Driver Licence Reviews and Applications
The panel considered several applications and reviews for dual driver's licences, with decisions made based on information that called into question the drivers' fitness and propriety to hold such licences.
DP-2026-52: The panel reviewed a dual driver's licence and suspended it with immediate effect for a period of two months or until a driver refresher course was completed, whichever was later. This decision was made due to convictions related to a road traffic accident that put the public at risk, prioritising public safety. The driver attended the meeting with a union representative from the Oldham Private Hire Taxi Association.
DP-2026-58: An application to renew a dual hackney carriage/private hire driver's licence was considered. The panel decided to grant the licence for one year, with a further two-year renewal possible if no complaints were received in the interim. The driver was also issued a written warning regarding their driving. The driver attended the meeting and addressed the panel.
DP-2026-60: The panel reviewed a dual driver's licence and suspended it with immediate effect for one month. This action was taken because the driver's conviction related to a driving offence that put the public at risk, with the decision made in the interest of public safety. The driver attended the meeting with an interpreter.
DP-2026-61: An application for a new dual driver's licence was refused. The decision was based on information received about the applicant's conduct, which, along with their comments and the Council's Statement of Fitness and Suitability, led the panel to conclude the applicant was not a fit and proper person to hold a licence. The applicant attended the meeting and addressed the panel.
DP-2026-41: Consideration of a dual driver's licence review was deferred until the outcome of a court hearing involving the licence holder. The driver attended the meeting with their wife, who acted as an interpreter.
DP-2026-59: The panel deferred consideration of a dual driver's licence review until the outcome of a police investigation into the driver's behaviour. It was noted that if the council received any complaints about the driver's conduct in the meantime, they would be brought back before the panel. The driver attended the meeting with an interpreter and submitted a written statement and character references.
DP-2026-56: The panel deferred consideration of a dual driver's licence review until the outcome of a police investigation. The applicant did not attend the meeting.
Councillor Paul Taylor was elected Chair for the duration of the meeting. The press and public were excluded from the meeting for the consideration of these items due to the nature of the exempt information contained within the reports.
