Open Council Network is an independent organisation. We report on Oldham and are not the council. About us
The Planning Committee of Oldham Council met on Wednesday 23 September 2026 to consider several planning applications. The meeting's agenda included proposals for new housing developments, changes of use for existing properties, and the construction of a new commercial building. An update on planning appeals was also scheduled for discussion.
Land off Failsworth Road, Failsworth
The committee was scheduled to consider an application for the erection of 68 affordable dwellings on land off Failsworth Road, Failsworth. The proposal included associated works such as access roads, turning points, and green infrastructure. The report pack indicated that the site is designated as Green Belt land, and the application was recommended for refusal due to its inappropriate development within the Green Belt and concerns regarding vehicular access and highway safety.
121 Long Lane, Chadderton
A proposal for the change of use of a vacant hot food takeaway unit and a first-floor residential unit to create a 7-bedroom House in Multiple Occupation (HMO) at 121 Long Lane, Chadderton, was scheduled for discussion. The report pack noted that the site is located within a mixed-use area and is adjacent to a children's day nursery. Concerns had been raised by local residents and the MP regarding the impact on the nursery, traffic, parking, noise, and the character of the area. The report recommended approval, subject to conditions, noting that there was no existing concentration of HMOs within a 50-metre radius of the site.
Land at junction of Broadgate and Grimshaw Lane, Chadderton
The committee was set to consider an application for full planning permission for a new two-storey multi-use commercial building at the junction of Broadgate and Grimshaw Lane, Chadderton. The proposal included a restaurant at ground floor level and a function and events space at first floor level, with associated parking, servicing areas, landscaping, and a new vehicular access from Broadgate. The site is designated as a Business and Employment Area (BEA). The report indicated that the principle of development was considered acceptable, with no objections raised by consultees regarding highways, amenity, trees, landscaping, ecology, flood risk, drainage, contamination, or coal mining matters.
Land at Southlink, Oldham
A significant residential development proposal for land at Southlink, Oldham, was scheduled for consideration. The application sought permission for the erection of 147 residential units, all to be provided as 100% affordable housing in partnership with First Choice Homes Oldham. The development included a mix of apartments and family houses, with associated access, parking, amenity spaces, and landscaping. The report highlighted the site's sustainable location and its contribution to housing needs. Planning obligations were to be secured to address impacts on education provision, public open space enhancement, and off-site tree planting, with a total contribution of £743,607 agreed based on viability assessments.
Appeals Update Report
An update on planning appeals was also on the agenda. This report provided information on appeals submitted and decisions taken on appeals up to Friday 4 September 2026. It listed appeals relating to variations of conditions, new domestic extensions, and the retention of roller shutters and advertisement displays. The committee was asked to note the report.
