Open Council Network is an independent organisation. We report on Carmarthenshire and are not the council. About us
The Planning Committee of Carmarthenshire Council met on Friday, 25 September 2026, to determine several planning applications. Key decisions included deferring a decision on a proposed House in Multiple Occupation (HMO) in Llanelli to allow for a site visit, granting permission for a new dwelling in Velindre, and approving a new access road for Sarnau Mansion contrary to officer recommendations. A proposal for touring caravan and camping pitches at Parc y Bocs, Kidwelly, was deferred to allow for further discussions on potential improvements.
House in Multiple Occupation (HMO) Application for 84 Llwynhendy Road, Llanelli
The committee resolved to defer the consideration of the change of use of a dwelling house at 84 Llwynhendy Road, Llanelli, to a House in Multiple Occupation (HMO) for a maximum of seven persons, to enable the Committee to undertake a site visit. This deferral was requested due to concerns that the provided photographs did not accurately represent the traffic congestion outside the property. Councillor Steve Williams declared a personal interest in this item and left the meeting during its consideration.
New Dwelling in Velindre
Permission was granted for the construction of a new two-storey dwelling house, including access and associated works, at land to the west of Pant Teg, Velindre, Llandysul. This was a resubmission of a previous application that had been refused. The Head of Place and Sustainability had recommended approval subject to conditions.
Access Road for Sarnau Mansion
In a decision that went against the recommendation of the Head of Place and Sustainability, the committee granted permission for the formation of a new access road off Llysonnen Road to serve Sarnau Mansion. The original recommendation for refusal was based on concerns about the impact on the setting of the Grade II listed building and insufficient drainage information. However, the committee voted to approve the application, citing improved highway safety and the fact that the historic access would remain. Councillor Jean Lewis, the local member, proposed going against the officer's recommendation, arguing that the new access would be safer and support the existing enterprise. The reasons for granting permission were stated as improved highway safety and the belief that the heritage impact was not significant enough to outweigh the safety improvements.
Touring Caravan and Camping Pitches at Parc y Bocs, Kidwelly
The committee resolved to defer the consideration of the use of land for touring caravan and camping pitches at Parc y Bocs, Carmarthen Road, Kidwelly. The Head of Place and Sustainability had recommended refusal due to concerns about pedestrian safety along Carmarthen Road, citing the lack of a suitable pedestrian route to Kidwelly. Councillor Lewis Davies, the local member, supported the application, highlighting its modest scale and potential economic benefits for Kidwelly, and requested a deferral or site visit to explore solutions for the pedestrian access concerns. The deferral was agreed to allow for further discussions between Planning and Highways officers regarding potential improvements. Councillor W.T. Evans declared an interest in this item as the applicant is a close friend and left the meeting during its consideration, with Councillor J.M. Charles assuming the Chair.
Appeals Report
The committee noted the Planning Appeals Report, which detailed lodged and ongoing appeals, as well as those determined between 18 August and 13 September 2026. Two appeals had been dismissed since the previous report. The report highlighted the cost to the authority of lost appeals and the importance of robust evidence when members decide to go against officer recommendations.
