Open Council Network is an independent organisation. We report on Oldham and are not the council. About us
The Licensing Driver Panel of Oldham Council met on Tuesday 29 September 2026 to consider several applications for dual driver's licences and a review of an existing licence. The panel also received an update on appeals against previous decisions.
Applications for Dual Driver's Licences
The panel was scheduled to consider multiple applications for new dual driver's licences. In each case, the report pack indicated that due to a conviction, the applicant's fitness and propriety to hold a licence was called into question, leading to the application being referred to the panel for determination.
- DP-2026-62: This application was referred to the panel due to a conviction that raised concerns about the applicant's suitability.
- DP/2026-63: Similar to the previous application, this case involved a conviction that questioned the applicant's fitness to hold a dual driver's licence.
- DP-2026-64: This application was also brought before the panel because a conviction raised doubts about the applicant's suitability.
- DP/2026-65: This application was scheduled for review as a conviction had raised questions regarding the applicant's fitness and propriety.
- DP/2026-67: This application was referred to the panel for determination due to a conviction that cast doubt on the applicant's suitability to hold a dual driver's licence.
Review of a Dual Driver's Licence
The panel was also set to review an existing dual driver's licence.
- DP/2026-66: This item concerned a review of a dual driver's licence where recorded information about the licence holder raised questions about their fitness and propriety to continue holding the licence.
Appeals Update
An update on appeals against decisions made by the Council's Licensing Drivers Panel was also scheduled to be presented to the members. This report aimed to provide the panel with information on any appeals that had been lodged following previous decisions.
