Open Council Network is an independent organisation. We report on Tendring and are not the council. About us
The Tendring Council Planning Committee met on Tuesday, 29 September 2026, to discuss several planning applications. The committee granted temporary planning permission for a boat hall for the RNLI in Clacton-on-Sea, granted permission in principle for a self-build dwelling in Alresford, and approved plans for a new community sports and play facility at Clacton Leisure Centre. A significant decision was made to grant outline planning permission for up to 30 dwellings on land north of Colchester Road in Elmstead, despite objections from the local parish council and concerns about policy conflicts.
Land North of Colchester Road, Elmstead (26/00287/OUT)
Outline planning permission was granted for up to 30 dwellings on land north of Colchester Road, Elmstead. This decision was made despite objections from Elmstead Parish Council, who argued the development conflicted with local plan policies regarding settlement boundaries and the protection of a green landscape buffer. The Parish Council also raised concerns about the impact on local infrastructure, including schools, healthcare, and traffic, and the suitability of Meadow Close as an access point.
Officers acknowledged the conflict with the Elmstead Neighbourhood Plan policies ELM1 and ELM2, but argued that the site's location abutting the settlement development boundary, its defensible boundaries, and the need to address the district's housing land supply shortfall meant the benefits of the development outweighed the harms. The decision was influenced by recent appeal decisions that afforded reduced weight to neighbourhood plan policies when they did not accurately reflect up-to-date housing needs. The proposal was considered to represent sustainable development, with social and economic benefits outweighing limited environmental effects. Conditions and a Section 106 agreement were required to secure affordable housing, bus stop improvements, open space provision, and biodiversity net gain monitoring.
Clacton Leisure Centre, Vista Road, Clacton-on-Sea (26/00883/FUL)
Full planning permission was granted for the construction of a community ride and play facility at Clacton Leisure Centre. The development includes a pump track, learn-to-ride area, play area, a pavilion building, tennis courts, covered padel courts, and associated landscaping. This project aims to significantly enhance leisure and recreational facilities, promoting health and wellbeing.
The proposal was supported by statutory consultees, including Sport England, Essex County Council Ecology, Highways, the Lead Local Flood Authority, and Environmental Protection, subject to various conditions. These conditions cover aspects such as the replacement of tennis courts, a racket sports and netball development plan, a construction management plan, biodiversity net gain, landscaping, and noise management. The development was deemed to accord with national and local planning policies, with any potential impacts considered manageable through the imposed conditions.
Land East of 3 Orchard View, Wivenhoe Road, Alresford (26/00874/PIP)
Permission in principle was granted for one self-build dwelling on land east of 3 Orchard View, Alresford. The application was referred due to the applicant being a member of staff. The site is located within the Alresford Settlement Development Boundary, and the principle of development was considered acceptable in line with local and national planning policies.
The decision was made based on the site's location, land use, and the amount of development proposed, with detailed matters to be addressed at the Technical Details Consent stage. The proposal was found to accord with relevant policies, including those supporting self-build housing. A financial contribution towards the Essex Coast Recreational Disturbance Avoidance and Mitigation Strategy (RAMS) was secured through a completed Unilateral Undertaking.
Car Park, Hastings Avenue, Clacton-on-Sea (26/00727/FUL)
Temporary planning permission was granted for a period of seven years for a robust structure to serve as a temporary boat hall for the RNLI's Shannon-class lifeboat and launch tractor. The existing lifeboat station cannot accommodate the vessel, and this temporary solution is intended to enable the RNLI to continue its vital emergency service operations.
The proposal was considered acceptable in principle, with significant public benefits derived from supporting the RNLI. While the development would result in a temporary loss of overflow parking, this was outweighed by the operational benefits. The structure's functional design and temporary nature were deemed acceptable within its coastal and operational setting. Conditions were imposed to ensure tree protection, landscaping, alterations to the cycle path, site restoration upon removal of the structure, and to secure biodiversity net gain. No objections were raised by the Environment Agency, Essex Highways, Place Services Ecology, or the Council's Tree and Landscape Officer.
