The Licensing Sub-Committee considered an application for the renewal of an existing street trading licence for Hayes Food Centre, located at 64-70 Coldharbour Lane, Hayes. The applicant, Mr Teyfik Cagin, sought to renew a licence for a three-metre shop front display to sell fruit and vegetables, barbecues, coals, and bottled water.

The application received an objection from the Highways Team, who recommended a reduction in the trading area to two metres, stating that a maximum of two metres should be standard across the borough, only considered in rare occasions in pedestrianised areas. This objection was supported by Wayne Greenshields, Network Operations Manager for Residents Services.

Representing Mr Cagin and the Hayes Town Business Forum, David Brough argued against the Highways objection. He highlighted that Hayes Food Centre had held a three-metre licence for at least ten years without any issues or public complaints, and that no evidence had been provided to justify the change in position. Mr Brough also raised concerns about an emerging plan for Hayes Town that would standardise shop front licences at two metres, stating that there had been no consultation with the Business Forum, which represents 67 small businesses. He emphasised that the current shop front display was exemplary and contributed positively to the street scene, and that a reduction would necessitate a costly reconfiguration of the layout.

The Street Trading Policy of Hillingdon Council was referenced throughout the discussion. The policy states that shop front display applications are assessed based on the availability of space and the level of footfall, and that a minimum of two metres clear of any obstruction should be maintained on the Public Highway for pedestrian and vehicular traffic. The policy also notes that decisions should not deviate from the policy unless there is an unavoidable reason.

Councillor Kelly Martin expressed disappointment that the Highways officer was not present to discuss their objection, as it formed the basis of the case. Councillor Martin also questioned Daniel, from the licensing team, about whether there had been a change in policy regarding the two-metre limit, to which Daniel confirmed no change in the licensing policy itself.

The committee acknowledged the applicant's long-standing licence and the contribution of the shop to the town centre. The applicant was informed that the decision would be posted on YouTube and notified in writing.
