The Alcohol & Gambling Licensing Sub-Committee of West Northamptonshire Council met on Monday 27 July 2026 to consider a new premises licence application for Kaja Lounge. The meeting's agenda also included standard procedural items.

New Premises Licence Application - Kaja Lounge

The sub-committee was scheduled to consider a new premises licence application for Kaja Lounge, located at 6 Harlestone Road, Northampton, NN5 7AE. The application, submitted by Mr Saimer Hyka, sought permission for the sale of alcohol, provision of regulated entertainment including live and recorded music, and late-night refreshment. The proposed operating hours for these activities were from 12:00 to 02:00 daily, with the premises itself open to the public from 12:00 to 02:30 daily. The designated premises supervisor proposed for the venue was Alush Bicerri.

The report pack indicated that while no representations were received from responsible authorities, three objections were lodged by members of the public. These objections primarily raised concerns regarding potential public nuisance, including noise from music, patrons, and catering, as well as light pollution. Concerns were also voiced about public safety, with potential risks of overcrowding and inadequate fire exits or security measures. Additionally, objections highlighted fears of an increase in crime and disorder, such as drunken behaviour and littering, and the protection of children from harm due to potential exposure to underage drinking and adult entertainment.

The report outlined the steps the sub-committee could take, which included granting the licence with modified conditions, excluding certain licensable activities, refusing to specify a premises supervisor, or rejecting the application entirely. The decision was to be made in accordance with the Licensing Act 2003¹, with regard to the promotion of the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. The sub-committee was also to consider the South Northamptonshire Statement of Licensing Policy 2020 - 2025².

The report detailed the legal implications, noting that any decision could be subject to appeal to a Magistrates' Court. It also emphasised that licensing conditions should be tailored to the specific premises and activities, avoiding standardised conditions, and that decisions should be evidence-based, proportionate, and consider the promotion of growth and economic benefits where appropriate.

The meeting was scheduled to include a discussion on the exclusion of the press and public for certain items if exempt information was to be disclosed, as outlined in Schedule 12A of the Local Government Act 1972³.
