The Development Management Sub-Committee of West Oxfordshire Council met on Monday 12 October 2026. The committee considered three planning applications and an appeal against non-determination.
Field North of North Street Farm, North Street, Aston
The committee considered an outline planning application for up to 16 self-build and custom housebuilding plots, including seven affordable Discount Market Sale plots, on land north of North Street Farm in Aston. The decision on this application was to approve, subject to a Section 106 agreement and conditions, including the resolution of outstanding biodiversity surveys. This approval was granted despite concerns raised by the Parish Council regarding the scale of development, landscape impact, heritage, flooding, sewage capacity, and highway safety. Officers concluded that the public benefits, particularly the provision of self-build and affordable housing, outweighed the identified harms.
Land East of Witney Road, Ducklington
The committee considered a reserved matters application for 105 dwellings on land east of Witney Road in Ducklington. The committee refused the application based on three primary reasons: the development's failure to demonstrate it would be safe from flooding for its lifetime without increasing flood risk elsewhere, significant design concerns leading to a poorly integrated and generic development that did not respond positively to the local character, and insufficient information to demonstrate safe and satisfactory arrangements for vehicular, pedestrian, and cycle movements. The Environment Agency had maintained an objection due to flood risk concerns, and the Local Highway Authority also objected due to a lack of essential information.
Asthall Manor, Asthall
Listed building consent was granted for internal alterations at Asthall Manor, a Grade II* listed property. The application sought to increase the scope of interior wall insulation, following a previously approved application. The works involve internal wall insulation for gable-end walls in a second-story bedroom and the attic flat. The Conservation Officer raised no objection, and officers concluded that the proposal, due to its internal nature and the materials proposed, would preserve the architectural and historic interest of the listed building and its setting.
Appeal against non-determination, Land at Peashell Farm, Downs Road, Curbridge
The committee considered an appeal against non-determination concerning an outline planning application for up to 370 dwellings at Peashell Farm, Downs Road, Curbridge. The committee agreed with officers' proposed reasons for refusal. The Council would have refused the application on three grounds: unacceptable living conditions for future occupiers due to noise from the A40, the principle of development outside a settlement that is not physically well-related to Witney, and the absence of a completed planning obligation to secure essential contributions. The committee also delegated authority to the Head of Planning to make necessary amendments to these reasons for refusal and to agree the terms of a planning obligation.
The meeting also noted applications determined under delegated powers and appeal decisions, with no site visits proposed for the upcoming month.
