Open Council Network is an independent organisation. We report on Cotswold and are not the council. About us
The Planning and Licensing Committee of Cotswold Council met on Wednesday, 14 October 2026, to discuss several planning applications and public path orders. Key decisions included the permission of eight new dwellings in Tetbury, the confirmation of a public path diversion order near Worwell Farmhouse, and the refusal of an outbuilding application in Donnington.
Land West of Bath Road, Tetbury
The committee granted permission for the erection of eight dwellings, including three affordable units, on land west of Bath Road in Tetbury. The decision was made subject to the completion of a Section 106 legal agreement to control the future occupancy of the affordable homes. While the site is located outside the designated development boundary and within the Cotswolds National Landscape, officers noted that the council's inability to demonstrate a five-year housing land supply was a significant material consideration. The proposal was deemed acceptable in principle due to its close relationship with Tetbury, accessibility to services, and its contribution to housing delivery. Concerns regarding highway safety, particularly vehicle speeds on Bath Road, were addressed through recommended conditions for a Traffic Regulation Order to introduce a 30mph speed limit and associated gateway features. The development also includes provisions for biodiversity enhancements and sustainable drainage systems.
Land West of Worwell Farmhouse, Tetbury
A Public Path Diversion, Stopping Up and Creation Order for TETBURY UPTON Footpath No NTU 46 (Part) at Worwell Farm was confirmed. This diversion is necessary to enable development approved at the site, which includes residential properties and a doctor's surgery. The revised route, which now includes a formal public right of way spur to the Wor well
feature, was considered to have overcome previous objections from local ramblers' clubs. The new route, constructed with a hoggin path and soft verge, was deemed to be as amenable as the existing path and would provide improved public access to the Wor well
feature.
Moorhouse, Brimpsfield
This agenda item, concerning a Public Path Diversion Order for BRIMPSFIELD Footpath No BBR21 (Part) at Moorhouse, Climperwell, was withdrawn from the agenda.
The Triangle, Donnington, Moreton-in-Marsh
The committee refused permission for the erection of an outbuilding at The Triangle, Donnington. The officer's recommendation for refusal was based on concerns that the proposed building, by virtue of its scale, height, bulk, design, and materials, would have a detrimental impact on the character of the area and the Cotswolds National Landscape. Despite acknowledging the benefits of home working and the lack of objections from statutory consultees on highways and trees, the committee ultimately sided with the officer's assessment that the proposal was incongruous and over-dominant. The decision was made by a vote of five to three.
