The Planning and Regulation Committee of Lincolnshire Council met on Monday, 12 October 2026, to discuss a range of planning and traffic-related matters. The committee considered a proposal for a biogas plant near Anwick, and a series of traffic regulation orders across various locations in Lincolnshire.
Biogas Plant Discussion Near Anwick
The committee discussed the proposed erection and operation of a biogas plant by Stream Bioenergy UK Limited, located to the west of the Moy Park facility and south of the A153, Anwick. This followed a previous resolution in September to approve the application in principle, pending the finalisation of planning conditions and legal obligations. The discussion focused on the conditions and legal obligations, including a Section 106 obligation to secure highway safety improvements and landscape impact mitigation, as well as conditions relating to biodiversity gain and the implementation of a Construction Environmental Management Plan.
Concerns were raised by objectors regarding odour, noise, landscape harm, and cumulative impact. The applicant's representative responded to these concerns, clarifying aspects of feedstock quantities and proposing a limit on total feedstock to 125,000 tonnes. The committee debated the officer's recommendation to grant conditional planning permission, considering the identified benefits against the landscape and heritage concerns. A motion to approve the officer's recommendation was moved, seconded, and carried. A detailed schedule of conditions and obligations was to be brought back to the committee for final approval.
Traffic Regulation Orders Discussed Across the County
The committee discussed a series of traffic regulation orders across various locations in Lincolnshire, aimed at improving road safety and managing parking.

- Grantham, Chambers Street: No waiting at any time restrictions were proposed at the junction of Chambers Street and New Street to improve visibility and prevent obstruction of pedestrian access. The recommendation for approval was moved, seconded, and carried.
- Lincoln, Carlton Boulevard: A mandatory school keep clear and part-time loading restriction were proposed near the school to improve visibility for the school crossing patrol and prevent vehicles from obstructing the highway. The recommendation for approval was moved, seconded, and carried.
- Lincoln, Lucy Tower Street: Loading restrictions were proposed between 8 am and 8 pm daily to improve safety for pedestrians and car park users by preventing parking at the entrance and exit of the car park. The recommendation for approval was moved, seconded, and carried.
- Long Bennington, Main Road (Junction): No waiting at any time restrictions were proposed at the junction of Main Road and Valley Lane to improve visibility for all road users, particularly large vehicles accessing industrial parks. The recommendation for approval was moved, seconded, and carried.
- Long Bennington, Main Road (Near School): Proposed waiting restrictions near the school and at the junction of Church Street were discussed. Following a debate, a withdrawal of the proposal was moved, seconded, and carried.

- Moulton, Broad Lane: Waiting restrictions were proposed outside the school, including a bus stand and taxi bay, to deter cars from parking in the lay-by and improve visibility and safety. The recommendation for approval was moved, seconded, and carried.
