The Health and Social Services Scrutiny Committee of Carmarthenshire Council met on Thursday, 15 October 2026. The committee considered the council's revenue and capital budget outturn for 2025/26, the current budget monitoring report for 2026/27, and the West Wales Learning Disability Strategic Action Plan. The committee also considered the Social Care Accommodation Strategy, the first point of contact for social care services, progress on hospital flow improvement, and the Council's draft Annual Report for 2025/26.
The committee noted a £5.7 million revenue budget overspend for Health and Social Services in 2025/26, with a forecast overspend of £7.6 million for the current financial year, largely attributed to pressures within children's services and learning disability support. Significant progress was reported on the Social Care Accommodation Strategy, with plans for new residential and assisted living facilities. The West Wales Learning Disability Strategic Action Plan was approved for submission to Cabinet, aiming to improve services through co-production and regional collaboration. The committee also received updates on efforts to improve hospital flow, with the majority of recommendations from a Welsh Audit Office review completed. The Council's Annual Report was also considered, highlighting achievements in early help, housing, and economic development.
