The Licensing Sub-Committee of Ealing Council met on Wednesday, 21 October 2026, and refused a new premises licence application for The Corner Shop, located at 6 Beaconsfield Road, Southall, UB1 1DW. The decision was made after careful consideration of representations from the Licensing Authority and the Metropolitan Police Service, who both objected to the application.
New Premises Licence for The Corner Shop, 6 Beaconsfield Road, Southall
The Licensing Sub-Committee refused the application for a new premises licence for The Corner Shop, located at 6 Beaconsfield Road, Southall, UB1 1DW. The application sought permission for the retail sale of alcohol for off-premises consumption.
The Sub-Committee based its decision on concerns raised by the Metropolitan Police Service and the Ealing Licensing Authority regarding the potential for the new licence to exacerbate existing issues of cumulative impact within the Southall Special Policy Area (SPA). Evidence presented highlighted ongoing problems with street drinking, alcohol-related anti-social behaviour, and public nuisance in the vicinity.
PC Camila Moisa of the Metropolitan Police Service provided a statement detailing approximately 30 reported incidents of street-drinker-related anti-social behaviour in Southall town centre over a three-month period. She noted that street drinkers frequently made repeated purchases of alcohol from multiple outlets and that the concentration of licensed premises in the area could make it harder to prevent intoxicated individuals from accessing alcohol. The police also highlighted that the proposed hours for alcohol sales extended beyond the core hours
1 outlined in the Council's Statement of Licensing Policy 2025-2030.
The Ealing Licensing Authority's representation echoed these concerns, specifically referencing evidence from the Council's Safer Communities Team about a high volume of complaints from residents and businesses regarding licensed premises along South Road, which is geographically close to Beaconsfield Road.
While the applicant, Mr Sukhpal Singh Chopra, offered to reduce the proposed hours for alcohol sales and proposed various conditions, including CCTV, staff training, and restrictions on certain alcohol products, the Sub-Committee was not satisfied that these measures would adequately address the evidenced cumulative impact concerns. The Sub-Committee noted that the applicant's proposed conditions were largely standard and did not sufficiently demonstrate how the new outlet would avoid negatively contributing to the existing problems in the area. The decision was not based on protecting existing businesses but on the risk of increasing alcohol availability and its associated negative impacts on crime and disorder, public nuisance, and public safety.
The applicant has the right to appeal this decision to the Ealing Magistrates' Court within 21 days of being notified.

Core hours are defined in the Council's Statement of Licensing Policy as periods during which licensable activities are generally considered unlikely to have a harmful impact on licensing objectives. Applications outside these hours are considered on their individual merits. ↩
