The Licensing Sub-Committee of Southwark Council met on Thursday 6 August 2026 to consider applications for premises licences. The meeting's agenda included discussions on two specific venues: Dorothy's at the St George's Tavern and Tito's Latin Club.

Dorothy's at the St George's Tavern, 14 Coleman Road, London SE5 7TG

The sub-committee was scheduled to consider an application for a premises licence for Dorothy's at the St George's Tavern, located at 14 Coleman Road, London SE5 7TG. The application, made by DOTS PH&B Ltd., was for the sale of alcohol, provision of late-night refreshment, and regulated entertainment, including live and recorded music.

The report pack indicated that initial representations were received from the Metropolitan Police Service, Trading Standards, and the Licensing Authority. However, these representations were withdrawn following agreement on a raft of conditions. A local resident also submitted an objection concerning outdoor music, while two other residents expressed their support for the application.

The application proposed operating hours that extended beyond those recommended in Southwark's Statement of Licensing Policy¹ for public houses in residential areas. The Licensing Authority had raised concerns regarding these hours and the sufficiency of the applicant's operating schedule to promote the licensing objectives, particularly the prevention of public nuisance and public safety.

Following discussions, the applicant agreed to several amendments, including the withdrawal of regulated entertainment and late-night refreshment from the application. They also agreed to revised operating hours and accepted additional conditions proposed by the Licensing Authority, covering noise management, litter, waste collection, and providing a direct contact number for the venue manager. The Metropolitan Police and Trading Standards also agreed to conditions related to CCTV, incident logs, staff training, and a Challenge 25 policy².

Tito's Latin Club, Basement and Ground Floor, 4 - 6 London Bridge Street, London SE1 9SG

The sub-committee was also scheduled to consider an application to vary the premises licence for Tito's Latin Club, located at 4-6 London Bridge Street, London SE1 9SG. The application, made by Maria Crisanta Zahouani, Fernando Ramos, and Jawad Zahouani, sought to extend operating hours for licensable activities and opening times on Wednesdays to Saturdays, and to amend the condition regarding the last entry time.

The premises is situated within the Borough and Bankside Cumulative Impact Area³, and the application proposed hours that significantly exceeded those recommended in Southwark's Statement of Licensing Policy for nightclubs. Representations were received from the Metropolitan Police Service and the Licensing Authority. The Police objected to the application, stating that the extended hours would undermine the licensing objective of preventing crime and disorder and place additional pressure on emergency services, citing a history of incidents associated with the venue and its vicinity. The Licensing Authority also objected, believing the extended hours would undermine licensing objectives in an area already experiencing late-night alcohol-led crime and disorder, and would be contrary to the council's cumulative impact policy.

The applicant submitted additional information, arguing that the premises had an established operating history without complaint and that the proposed variation would not materially add to cumulative impact. They also offered to accept enhanced conditions related to crime and disorder, welfare and vulnerability, and public nuisance controls.
