The Alcohol & Gambling Licensing Sub-Committee of West Northamptonshire Council met on Monday 17 August 2026 to consider an application by Northamptonshire Police for a review of the premises licence for Euro Star, located at 202 Wellingborough Road, Northampton. Following presentations and evidence, the sub-committee decided to revoke the premises licence.

Premises Licence Review: Euro Star, 202 Wellingborough Road, Northampton

The sub-committee considered an application by Northamptonshire Police to review the premises licence for Euro Star, 202 Wellingborough Road, Northampton1. The application was made on the grounds that the premises had failed to promote the licensing objective of the prevention of crime and disorder.

Police Constable Leanne Laren presented evidence gathered from two visits to the premises. On 25 March 2026, officers conducted a test purchase and bought a packet of Platinum slim cigarettes for £4. Later that day, officers observed a male going to and from the shop to a white VW Tiguan. Upon intervention, they discovered plastic boxes in the vehicle containing illicit tobacco products. Trading Standards officers identified 146 packets of cigarettes and 83 pouches of hand-rolling tobacco as counterfeit, 108 packets of cigarettes as foreign-labelled and non-duty paid, and 266 packets of cigarettes as cheap whites not intended for the UK market. Additionally, 198 illegal vapes were found behind the counter. The total value of the seized tobacco products, if sold legitimately, was estimated to be £11,458.

A further visit on 10 June 2026 involved another test purchase where a packet of Esse cigarettes was bought for £5. Although no illicit items were found on a subsequent search that day, an empty hide was discovered at the rear of the store.

PC Laren stated that the Chief Constable's view was that the premises were managed in a way that undermined the prevention of crime and disorder, jeopardised legitimate businesses, and constituted a criminal offence. Northamptonshire Police requested the revocation of the premises licence.

The sub-committee noted that no other representations were received from responsible authorities or interested parties during the consultation period. The licence holder, Ms Ilze Kadere, who also holds a personal licence, had not responded to communications from the licensing authority.

The sub-committee retired to make its decision, which was subsequently communicated in writing to all parties. The decision was to revoke the premises licence for Euro Star.
