Open Council Network is an independent organisation. We report on Manchester and are not the council. About us
The Standards Committee was scheduled to consider several reports relating to the conduct of councillors and the operation of council policies. Key discussions were scheduled to include a review of the arrangements for dealing with complaints about councillor conduct, the process for granting dispensations for members' interests, and the appointment of independent members to the committee. The committee was also scheduled to review the policy on the use of council resources by members and the register of members' interests.
Review of Arrangements for Dealing with Complaints
The committee was scheduled to receive an update on the operation and efficacy of the arrangements for handling complaints that council members have failed to comply with the Council's Code of Conduct for Members. The report indicated that between 1 February 2026 and 9 October 2026, nine complaints were received by the Monitoring Officer. The report detailed the timeliness of acknowledgements and decisions made on these complaints, noting that in four instances, decisions were taken after the twenty working day period. The Monitoring Officer was satisfied that the existing arrangements remain fit for purpose and do not require further amendments.
Process for Dispensations
A review of the process for granting dispensations in relation to members' interests was scheduled to be considered. The report highlighted that all new members receive induction training on members' interests, including dispensations. It was noted that apart from the usual budget dispensations, no further specific dispensation requests had been made by members during the period of 1 February 2025 to 31 January 2026, and no specific requests had been made since then. The Monitoring Officer's view was that the requests made had been sought in appropriate circumstances and did not give rise to concern.
Appointment of Independent Members
The committee was scheduled to be informed about the work undertaken to recruit an Independent Member of the Standards Committee and two Independent Persons. The report detailed the terms of office for existing independent members and independent persons, noting that some of these terms were due to expire. A recruitment exercise was scheduled to commence on 1 October, with interviews planned for the week commencing 9 November. Recommendations from the interview panel were to be reported to the Full Council meeting on 25 November 2026 for final decision and appointment.
Review of the Use of Council Resources Policy for Members
The committee was scheduled to receive an update on the operation and efficacy of the Use of Council Resources Policy for Members. The report indicated that since the last review, there had been no member conduct complaints related to the use of council resources, and the policy was considered to be well understood by members. The policy was briefed upon during the induction of new members and recirculated whenever updated. The report recommended that no amendments to the policy were currently required and supported its recirculation to members.
The Register of Members' Interests
Consideration was scheduled to be given to the operation and efficacy of the Register of Members' Interests. The report outlined the requirements under the Localism Act 2011 for members to notify the Monitoring Officer of Disclosable Pecuniary Interests (DPIs) within 28 days of becoming a member or acquiring a new interest. It was noted that following the May 2026 elections, all members were asked to submit a Register of Interests form. The report also detailed changes to the Localism Act 2011 regarding the publication of members' residential addresses, with redaction now being a legal requirement unless publication is specifically requested.
Work Programme
The committee was scheduled to consider and revise its work programme for future meetings. The report provided a proposed work programme for upcoming meetings, including the Annual Standards Report, updates on social media guidance, and reviews of various protocols such as the Planning Protocol and the Member/Officer Relations Protocol. The work programme also included standing items and unscheduled items for future consideration.
