Open Council Network is an independent organisation. We report on Wiltshire and are not the council. About us
The Wiltshire Pension Fund Committee was scheduled to consider a comprehensive report on the fund's performance and operational status, alongside updates on training plans and the committee's forward work plan. The meeting was also scheduled to review the terms of reference for both the Pension Committee and the Local Pension Board.
Headlines and Monitoring (HAM) Report
The committee was scheduled to receive a detailed report covering various aspects of the Wiltshire Pension Fund's operations. This included an update on the scheme, regulatory, and legal landscape, as well as a Health Check Dashboard
providing a snapshot of the fund's performance against its business plan objectives as of 30 September 2026. The report was also scheduled to include an update on administration Key Performance Indicators (KPIs), an overview of the Risk Register, highlights of Key Financial Controls and budget monitoring, and an update on internal audit actions. Furthermore, the report was scheduled to cover committee and Local Pension Board training, governance updates including progress on Local Government Reorganisation (LGR), and the framework for monitoring suppliers.
The report indicated that the fund's value was scheduled to be £4.05 billion at the end of August 2026, with investments scheduled to return 1.35% that month. However, staff engagement was scheduled to have worsened from Amber to Red, attributed to significant resourcing pressures. Administration performance was noted as scheduled to be positive, with 99.5% of casework scheduled to meet targets. The overall risk position was scheduled to have become less positive, with eight High and two Very High risks identified across service delivery, fund governance, investments, employer management, resourcing, and reputation. Resourcing was scheduled to remain a key focus, with significant vacancies at manager level scheduled to impact resilience. Good progress was reported as scheduled to have been made on strengthening governance arrangements, with no areas scheduled to be assessed as Not Compliant
or Partially Compliant
against The Pensions Regulator's General Code of Practice. The Key Financial Controls internal audit was scheduled to have received a High Reasonable
assurance rating, with two actions assigned a completion date of 31 October 2026. The 2025/26 Statement of Accounts was scheduled to have completed its external audit process.
Training
An update on the Committee Training Plan was scheduled to be presented by Jennifer Devine. This report was expected to detail progress against actions agreed on 30 July 2026, following the introduction of enhanced knowledge and understanding requirements by the 2026 LGPS Fund Governance Guidance. The report was also intended to provide an opportunity to discuss the delivery of training and share learning undertaken by members.
Committee Forward Work Plan
The committee was scheduled to review its forward work plan. This would involve looking ahead at planned agenda items and ensuring the committee's activities were scheduled to align with its strategic objectives and regulatory requirements. The plan indicated a review of the Committee's Terms of Reference was scheduled, alongside budget setting and monitoring, and regular updates on investment performance and responsible investment.
Terms of Reference for the Pension Committee and Local Pension Board
The LGPS Senior Officer was scheduled to present the updated draft Terms of Reference for both the Pension Committee and the Local Pension Board for comment. This document was intended to ensure that the roles, responsibilities, and governance arrangements of both bodies remained up-to-date, reflecting current regulatory requirements and best practice. The proposed updates were expected to incorporate changes related to governance practices, regulatory developments, and clarifications of roles.
Date of Next Meeting
The committee was scheduled to determine the date of its next meeting, with an investment-focused meeting scheduled for 19 November 2026.
