Open Council Network is an independent organisation. We report on Oldham and are not the council. About us
The Licensing Driver Panel of Oldham Council was scheduled to consider several applications and reviews relating to dual driver licences. These included cases where information recorded against licence holders called into question their fitness and propriety to hold such licences, as well as applications for new and renewed licences where convictions were a factor.
Driver Licence Reviews
The panel was scheduled to review five individual driver licences. For each case, the report pack indicated that information had been recorded against the licence holder which called into question their fitness and propriety to hold a licence, leading to their referral to the panel for determination. These cases were identified as DP/2026/68, DP/2026/69, DP/2026/71, DP/2026/72, and DP/2026/73.
Hackney Carriage and Private Hire Driver Licence Renewal
The panel was also scheduled to consider an application to renew a dual hackney carriage and private hire driver's licence. The report pack stated that convictions recorded against the applicant raised questions about whether they remained a 'fit and proper' person to hold a licence. This case was identified as DP/2026/70.
The report pack indicated that the panel would follow a specific order of proceedings for these matters. This process was scheduled to involve the introduction of the applicant and the case by the Licensing Officer, followed by opportunities for the panel members, the applicant, and their representatives to question each other. All parties were then expected to leave the room while the panel considered the matter, before being informed of the decision.
The meeting was scheduled to take place at the JR Clynes Building, Cultural Quarter, Greaves Street, Oldham, OL1 1AL. The membership of the Licensing Driver Panel was scheduled to include Councillors Arstan, Brownridge, Chowhan, Shuttleworth, Taleb, and Tarbuck.
