Key discussions were scheduled to focus on the audited annual accounts for 2025/26, internal audit reports, and the council's approach to risk management and its Route Map to 2030 and Beyond
strategy.
Public Sector Equality Duty
The committee was scheduled to consider its legal duty under section 149 of the Equality Act 2010. This duty requires the council to have due regard to the need to eliminate discrimination, harassment and victimisation, advance equality of opportunity between those who share a protected characteristic and those who do not, and foster good relations between those who share a protected characteristic and those who do not. Where an Integrated Impact Assessment (IIA) was provided, the committee was scheduled to consider its contents and take them into account when reaching a decision.

The committee was scheduled to review the audited annual accounts for Aberdeenshire Council and its charitable trusts for the financial year 2025/26, along with the External Auditor's Annual Audit Report. The report was expected to confirm that the financial statements give a true and fair view of the council's financial position. Recommendations were scheduled to be considered regarding the council's approach to Best Value, partnership working, service performance reporting, and the Annual Governance Statement. An action plan for areas identified for improvement was also scheduled to be discussed.

An update on the work of Internal Audit since the last report was scheduled to be presented. Internal Audit Reports
The committee was scheduled to consider the outcomes of completed audits. These included reports on:
- Peterhead Community Campus: This audit was scheduled to provide assurance over the project's governance, budget monitoring, engagement, procurement, and contract management. The report was expected to note that while the project had faced significant challenges, including delays and cost increases, current governance and control arrangements were considered to provide reasonable assurance for future delivery.
- Adventure Activities Licence: This audit was scheduled to provide assurance over the council's compliance with its Adventure Activities Licence. While a framework for managing adventurous activities was in place, the report was expected to identify areas for enhancement in governance, policies, procedures, training, planning, risk assessments, staff competence, equipment, emergencies, and volunteer management.
- Payment Controls: This audit was scheduled to provide assurance over the council's approach to payment controls. Internal Audit Reports (Deferred)
A report on the Place Strategy Implementation was scheduled to be presented, which had been deferred from a previous meeting to allow for a more detailed action plan and updated response.
