Open Council Network is an independent organisation. We report on Hackney and are not the council. About us
The Licensing Sub Committee D of Hackney Council is scheduled to convene on Tuesday 3 November 2026. The meeting's agenda includes a discussion regarding a variation to a premises licence for Mira Food Store.
Variation to Premises Licence: Mira Food Store
A significant item scheduled for discussion is an application to vary the premises licence for Mira Food Store, located at 192 Southgate Road, London N1 3HU. The application seeks to permit the sale of alcohol for consumption on the premises and to extend the operating hours for off-premises alcohol sales.
The proposed variation would allow for the sale of alcohol for consumption on the premises between 09:00 and 21:00, Monday to Sunday. Additionally, the hours for off-premises alcohol sales would be extended to run from 11:00 to 23:00, Monday to Sunday. The premises are currently open to the public from 07:00 to 23:30, Monday to Sunday.
The application has generated representations from Other Persons,
specifically local residents, on grounds relating to the prevention of crime and disorder, public safety, prevention of public nuisance, and the protection of children from harm. These representations highlight concerns about the potential for increased noise, disturbance, and anti-social behaviour, particularly given the proximity of the premises to residential properties and an existing licensed venue, The Hunter S pub. Residents have detailed issues such as congregating customers, noise, litter, and obstruction of the pavement.
The report pack also includes correspondence from the applicant, Zehra Mamali, who describes Mira Food Store as a food-led boutique Deli
and states that alcohol would be served exclusively as an ancillary item to sit-down food service. Ms. Mamali has proposed restricting alcohol sales and dining hours to 21:00, Monday through Sunday, to address residents' concerns.
The report pack also details the current premises licence for Mira Food Store, which permits off-sales of alcohol between 11:00 and 20:00, Monday to Sunday, with the premises open to the public between 08:00 and 20:30.
The committee will also consider the Licensing Sub-Committee Hearing Procedure, which outlines the process for such hearings under the Licensing Act 2003. This includes the election of a Chair, apologies for absence, and declarations of interest. A standing item on Temporary Event Notices is also listed.
The meeting documents, including the public reports pack and agenda, are available on the Hackney Council website.
