Summary

Open Council Network is an independent organisation. We report on Lincolnshire and are not the council. About us

The Adult Care and Public Health Scrutiny Committee is scheduled to meet on Wednesday, 4 November 2026, to review the annual report of the Lincolnshire Safeguarding Adults Board, discuss proposed contract extensions for adult care and community wellbeing services, and consider the future of the Housing Related Support Service. The committee will also review the Adult Social Care Hospital Teams Winter Plan for 2026/27 and discuss its work programme.

Lincolnshire Safeguarding Adults Board Annual Report 2025/26

The committee is scheduled to receive the annual report from the Lincolnshire Safeguarding Adults Board (LSAB) for 2025/26. This report, presented by Dave Culy, LSAB Manager, and Richard Proctor, Chairman of the LSAB, will provide an update on the board's activities. The report details the LSAB's statutory responsibilities under the Care Act 2014, key areas of activity, progress against strategic priorities, and safeguarding performance. It also identifies key issues for assurance and future development. The report highlights that in 2025/26, the LSAB strengthened its governance, enhanced performance oversight, and continued to embed Making Safeguarding Personal across its partnerships. A total of 6,896 safeguarding contacts were received, with 1,220 progressing to a Section 42 Enquiry. The report also outlines three new strategic priorities for 2026-2029: prevention, system effectiveness, and continuous improvement.

Adult Care and Community Wellbeing Contract Extensions: Resetting Commissioning Priorities

A report is scheduled to be presented by Carl Miller, Senior Strategic Commercial and Procurement Manager, Sarah Hudson, Senior Commercial and Procurement Officer, and Sarah Mitchell, Contract Manager, outlining proposals to extend contracts related to Adult Care and Public Health. This discussion is scheduled to take place before a decision is made by the Executive on 1 December 2026. The views of the Scrutiny Committee will be shared with the Executive as part of their consideration of this item.

Future of Housing Related Support Service: Proposed Lincolnshire Health, Recovery and Independence Service

The committee is invited to consider a report on the future of the Housing Related Support (HRS) service and the proposed Lincolnshire Health, Recovery and Independence Service. This report, presented by Anne Marie Scott, Assistant Director – Public Health, and Amy Smithson, Public Health Programme Manager, is being presented to the Executive for a decision on 1 December 2026. The current HRS service supports a complex group of adults with mental health and/or substance use needs who are homeless or at risk of homelessness. The proposed new service aims to strengthen public health outcomes by focusing on reducing health disparities for those experiencing homelessness and multiple disadvantages, using stable accommodation as a means to improve engagement with treatment and support. The report notes that the ongoing budget has been reduced, and floating support for those housed but at risk of homelessness will not be continued under the new model due to financial sustainability concerns. A 12-week public consultation received 653 responses, with overwhelming support for retaining the current service model, though this is not considered financially sustainable. The recommended option aims to retain support for those with the greatest health and recovery needs, focusing resources for maximum public health impact.

Adult Social Care Hospital Teams Winter Plan for 2026/27

Catherine Paterson, Area Manager – Special Projects and Hospital Services, and Hayley Eccles, Deputy Director of Adult Social Services, are scheduled to present the Adult Social Care Hospital Teams Winter Plan for 2026/27. This plan, developed from learning following Winter 2025/26, aims to support people to remain safe and independent, avoiding unnecessary hospital admissions and ensuring prompt and safe returns home when hospitalisation is required. The plan includes maintaining seven-day hospital social work provision, daily oversight of discharge pressures, strengths-based assessments, and the continued use of services such as Active Recovery beds, the Home-Based Reablement Service (HBRS), and St Barnabas Community Care Nurse Specialists, which demonstrated benefit in 2025/26. The committee is invited to review and endorse the plan, note the arrangements for operational oversight and escalation, acknowledge dependencies on NHS and wider system partners, and agree to receive a post-winter report.

Adult Care and Public Health Scrutiny Committee Work Programme

Kiara Chatziioannou, Health Scrutiny Officer, will present a report enabling the committee to review and comment on its work programme. This ensures that scrutiny activity remains focused on areas where it can be of greatest benefit. The report outlines scheduled items for future meetings, including the Scrutiny Committee Performance Framework, tobacco smoking and cessation, falls prevention, budget proposals, commissioning of carers support, the Director of Public Health's annual report, social work annual reports, transitions from children's services to adult social care, and the CQC assessment and improvement programme. The committee will have the opportunity to highlight any additional scrutiny activity for consideration.
