Open Council Network is an independent organisation. We report on Southwark and are not the council. About us
The Overview & Scrutiny Committee of Southwark Council is scheduled to meet on Wednesday 4 November 2026. The meeting's agenda includes a review of the Borough Action Plan, the committee's work programme for 2026-27, and the appointment of a vice-chair for the Housing Scrutiny Commission.
Borough Action Plan
A significant item scheduled for discussion is the Borough Action Plan1. This plan is intended to outline an ambitious vision for Southwark and the council's role in shaping a borough that is more affordable, safe, and green, underpinned by a commitment to equality and fairness. The plan has been developed around outcomes, focusing the council on changes that matter to residents, better targeting resources, and strengthening accountability for results. The report pack indicates that the committee will review and discuss the priorities, outcomes, and deliverables outlined in the plan, with the aim of providing recommendations to support its refinement and implementation before its adoption by the council. The approach to performance and the development of measures and milestones for the plan will also be noted, with a proposed methodology for the framework to be shared with the committee on 23 November 2026.
Work Programme 2026-27
The committee is also scheduled to review its work programme for the upcoming year, 2026-27. This programme details the planned scrutiny activities and reviews for the committee and its various commissions. The report pack indicates that the committee will be asked to note the work programme as it stands on 4 November 2026, and to acknowledge that it will remain a standing item on agendas, subject to amendments based on emerging priorities, available capacity, or urgent matters. The work programme covers a wide range of areas, including the council's policy and budget framework, regeneration, human resources, customer access issues, and the council's equalities and diversity programmes.
Appointment of Vice-Chair - Housing Scrutiny Commission
The committee will also consider the appointment of a new vice-chair for the Housing Scrutiny Commission. The report indicates that this position has become vacant due to a change in membership. The appointment of chairs and vice-chairs for scrutiny commissions is a responsibility of the Overview and Scrutiny Committee. Political groups will be invited to submit nominations for this role.
