Open Council Network is an independent organisation. We report on Hammersmith and Fulham and are not the council. About us
The Economy and Social Advancement Policy and Accountability Committee is scheduled to consider updates on the Pathway Bond programme and the Affordable Workspace Strategy. The committee will also receive an update on the Council's Affordable Housing Delivery Programme.
The Pathway Bond: Year One Review and Phase Two Development
A report is scheduled to be presented on the Pathway Bond, a programme designed to connect young people with employers and career opportunities. The report will provide an overview of the programme's first full academic year of delivery, summarising its progress and outlining proposals for its next phase. The aim is to strengthen the programme's contribution to improving aspirations, skills development, and access to opportunities for young people across Hammersmith & Fulham. The report details how the programme aims to provide a structured, age-based careers and aspirations journey from ages 3 to 18, with a focus on employability skills and tailored pathways from Key Stage 4 onwards. It also outlines strategic priorities for the 2026/27 delivery plan, including codifying the Pathway Bond, publishing an annual schools offer, and developing a business engagement model. The long-term vision is for the Pathway Bond to be a defining feature of how opportunity is created and shared across the borough by 2030.
Development of the H&F Affordable Workspace Strategy
The committee is expected to receive an update on the implementation of the Hammersmith & Fulham Affordable Workspace Strategy: 2026 – 2031. This strategy aims to increase the supply and diversity of affordable workspace in the borough, supporting small businesses and STEM³-related sectors. The report will summarise the strategy's four priority interventions and progress to date. A key focus will be pre-decision scrutiny of the proposed Affordable Workspace Activation Fund. This fund, with a proposed budget of £2 million for a pilot round, aims to provide capital grants to support workspace operators in delivering new and improved affordable workspace facilities, targeting vacant and underutilised sites. The strategy's vision is to curate a diverse Affordable Workspace ecosystem that makes Hammersmith & Fulham one of the most attractive and accessible places in London for small STEM³-related businesses.
Affordable Housing Delivery Programme Update
An update on the Council's Affordable Housing Delivery Programme is scheduled to be presented. The report highlights the programme's role in delivering new and affordable homes, alongside community infrastructure and neighbourhood improvements. It notes good progress across several schemes, including the completion of EdCity and Quayside Lodge, and nearing completion for Farm Lane and Fulham Quarter. Further schemes at Lillie Road, Avonmore, White City Central, the Four Sites, and Mund Street are at various stages of planning and delivery. The programme emphasises affordability, sustainability, and resident involvement, with several schemes being delivered to Passivhaus standards. The report also mentions the increasing reliance on partnership delivery to progress the remaining pipeline of projects.
The meeting is scheduled to take place on Wednesday 4 November 2026 at 7:00 pm at 145 King Street (Ground Floor), Hammersmith, W6 9XY. Members of the public are welcome to attend, with limited spaces available. The meeting will also be broadcast live on YouTube.
