Open Council Network is an independent organisation. We report on Lancashire and are not the council. About us
The Lancashire County Council Cabinet is scheduled to convene on Thursday, 5 November 2026, with a key focus on the future of park and ride services and the adoption of a new waste strategy. The meeting will also address proposed parking restrictions in the Fylde area.
Consultation on Park and Ride Sites
The Cabinet is set to consider proposals regarding the potential closure of Lancashire County Council's Park and Ride facilities located at Walton-le-Dale in Preston and Caton Road in Lancaster. The report pack indicates that both sites have experienced patronage levels significantly below what is required for financial sustainability, necessitating substantial ongoing public subsidy. The combined annual operating cost for both facilities is approximately £550,000. The report outlines that a public consultation and stakeholder engagement process is proposed to gauge the likely impacts of cessation, explore alternative travel options, and identify any necessary mitigation measures. This consultation will inform a subsequent Cabinet report containing recommendations and a final decision on the future of these two park and ride sites. The report notes that alternative parking provisions are available within both Preston and Lancaster city centres.
Lancashire Waste Strategy - 'A Low Waste Lancashire'
A significant item on the agenda is the proposed adoption of the new Lancashire Waste Strategy, titled 'A Low Waste Lancashire, 2026-2036'. This strategy, developed in partnership with district and unitary councils through the Lancashire Waste Partnership, aims to set the future direction for recycling and waste management services across the county. The vision for the strategy is Working together for a low waste Lancashire,
to be achieved through ten objectives focused on a circular economy, delivering quality local services, and reducing carbon emissions. The report pack indicates that a public consultation on the draft strategy received 4,726 responses, demonstrating a high level of public interest. The consultation analysis suggests broad support for the strategy's vision, objectives, and proposed targets, including reducing household waste by 10% by 2035 and aiming to recycle 65% of municipal waste by 2035. The report recommends the adoption of the strategy and delegates authority to the Director of Environment and Regulatory, in consultation with the Cabinet Member for Rural Affairs, Environment & Communities, to develop associated action plans.
Revocation and Various Parking Restrictions Fylde
The Cabinet is also scheduled to consider proposals for the introduction of various parking restrictions within the Fylde District. The report indicates that formal consultation has been carried out, during which three objections and one request for an amendment were received. The purpose of these proposals is to address persistent and hazardous parking that obstructs visibility and traffic flow, to formalise existing road markings for consistency, and to improve junction safety. Specifically, the report details proposed changes to parking restrictions on St David's Road North, St Leonard's Road West, Dicconson Terrace, and Henry Street in Lytham St Annes. The Cabinet is asked to approve the making of the Traffic Regulation Order as detailed in the report.
Building Schools for the Future
A report concerning 'Building Schools for the Future' is also scheduled for discussion. This item is classified as exempt from public access due to the likely disclosure of exempt information relating to financial or business affairs, and information in respect of which a claim to legal professional privilege could be maintained.
