Open Council Network is an independent organisation. We report on Leicester and are not the council. About us
The Planning and Development Control Committee of Leicester City Council is scheduled to convene on Wednesday, 4 November 2026. The meeting's agenda includes a review of planning applications, an update on appeals, and a report on a recent Gateway Meeting.
Planning Applications and Contraventions
A key item scheduled for discussion is planning application 20251740 concerning Old Church Street, Meadow Court. The report pack indicates that this application involves the construction of a detached single-storey outbuilding, a two-storey side extension, and a first-floor extension to a care home, along with other alterations. The application was previously considered at a PDCC Gateway Meeting on 14 October 2026, where it was identified as raising significant planning matters, including its design, impact on a conservation area, ecology, residential amenity, and highways impact. The recommendation for this application is for conditional approval.
Appeals Report: May 2025 – October 2026
The committee is also scheduled to receive an update on appeals determined between May 2025 and October 2026. This report, authored by Grant Butterworth, Head of Planning, provides details of appeals received since the last report in June 2025. It notes that out of 89 appeals determined in the period, 61 were dismissed, 26 were allowed, and 2 had mixed decisions, which is considered a strong performance in defending council decisions. The report includes links to the individual appeal decisions.
Gateway Meeting: 14 October 2026
The committee will also be asked to note the outcomes of the Gateway Meeting held on 14 October 2026. This meeting, which involved a Nominated Member and a Nominated Officer, reviewed Schedule 2 applications. The report indicates that application 20251740 for Old Church Street, Meadow Court, was identified as meeting gateway criteria due to attracting more than five objections raising material planning matters, and was therefore scheduled for determination by the full committee. Other applications, such as 20231011 at 122-132 Belgrave Gate & 1 Garden Street and 20240741 at Charnor Road, Forest Lodge Education Centre, were noted as having met gateway criteria but were recommended for delegation.
The meeting is scheduled to be chaired by Councillor Surti, with Councillor Aldred serving as Vice-Chair. Other members of the committee attending include Councillors Joel, Karavadra, Kennedy-Lount, Kitterick, Mahesh, Modhwadia, Mohammed, Dr Moore, and O'Neill. Jessica Skidmore, Governance Services Officer, and Sharif Chowdhury, Senior Governance Services Officer, are listed as officer contacts. The meeting will be webcast live.
