Open Council Network is an independent organisation. We report on Hounslow and are not the council. About us
The Licensing Panel of Hounslow Council is scheduled to convene on Tuesday 3 November 2026. The primary focus of the meeting will be to consider an application for the variation of a premises licence for Grasshoppers RFC. The panel will also review procedural documents to assist in their deliberations.
Grasshoppers RFC Premises Licence Variation
The most significant item scheduled for discussion is an application to vary the premises licence for Grasshoppers RFC, located at Syon Lane, Isleworth, TW7 5PN. The application seeks to extend the hours for the supply of alcohol and for regulated entertainment, including live and recorded music, as well as the premises' opening hours.
Specifically, the applicant, Grasshoppers Rugby Football Sports and Social Club Ltd, has proposed extending the hours for:
- Supply of alcohol: Sunday to Thursday from 11:00 to 23:00, and Friday and Saturday from 11:00 to 02:00 the following day.
- Live Music (Indoors): Sunday to Thursday from 09:00 to 23:00, and Friday and Saturday from 09:00 to 02:00 the following day.
- Recorded Music (Indoors and Outdoors): Sunday to Thursday from 09:00 to 23:00, and Friday and Saturday from 09:00 to 02:00 the following day.
- Late Night Refreshment (Indoors): Friday and Saturday from 23:00 to 02:00 the following day.
- Premises Opening Hours: Sunday to Thursday from 08:00 to 23:00, and Friday and Saturday from 08:00 to 02:00 the following day.
Following discussions with local residents, the applicant has indicated a willingness to reduce the proposed extension for Friday and Saturday closing hours from 02:00 to 01:00. They have also clarified that they did not intend to seek permission for outdoor music to continue until closing time.
The report pack indicates that nineteen representations have been received from local residents, along with one from a local Councillor, expressing concerns primarily related to potential increases in public nuisance. These representations highlight worries about late-night noise, loud music, traffic, and anti-social behaviour, particularly affecting families with young children and elderly residents. Several specific conditions have been requested by those making representations, including limiting events to indoors only, capping attendance at 150 people, ceasing external music by 9:00 pm, and ensuring doors remain closed during indoor music events after 9:00 pm. Some representations also suggest a terminal hour of 01:00 am or 01:30 am, rather than the proposed 02:00 am or 02:30 am.
The panel will consider these representations alongside the applicant's operating schedule, which outlines proposed measures to promote the four licensing objectives: prevention of crime and disorder, public safety, prevention of public nuisance, and protection of children from harm. The Hounslow Licensing Policy 1 will also be a key reference document for the panel's deliberations.
Reference Documents
To assist the panel in its considerations, several procedural documents are scheduled to be made available:
- Order of Business: This document outlines the sequence of proceedings for the hearing.
- Procedure for the conduct of Panel hearings: This provides guidance on how panel hearings are conducted.
- Hounslow Licensing Policy: This policy document 2 sets out the council's approach to licensing matters and its commitment to promoting the four licensing objectives.
The meeting is scheduled to be chaired by Councillor Paul Baker, with Councillor Theo Dennison and Councillor Karen Smith also in attendance as members of the Licensing Panel. Jane Medici from Licensing and Licensing Enforcement officers will also be present.
