Open Council Network is an independent organisation. We report on Bury and are not the council. About us
The Bury Locality Board is scheduled to convene on Monday 2 November 2026, with a key focus on reviewing the minutes of its previous meeting and discussing updates on various critical local initiatives. The agenda includes detailed reports on place partnership documentation, the NCA improvement plan, and integrated delivery updates, alongside discussions on winter planning and the VCSE/Public Sector Memorandum of Understanding.
Minutes of the Previous Meeting
The Board is scheduled to consider the minutes from the previous Locality Board meeting held on 5 October 2026. Attendees will be asked to review these minutes and provide an update on the actions logged.
Place Partnership Documentation
Will Blandamer, Place Partnership Director for NHS GM (Bury), is scheduled to present an update on the Place Partnership documentation. This documentation outlines the framework for how Place Health and Care Partnerships (PHCPs) will operate, aiming to translate the Greater Manchester operating model into practical arrangements for partnerships, teams, host employers, and local authority partners. The suite of documents defines shared purpose, outcomes, resources, decision-making, hosting, transfer, and accountability. The Board is being asked to consider this document suite.
NCA Improvement Plan Update
Lorna Allan, Chief Digital and Information Officer for the Northern Care Alliance (NCA), is expected to provide an update on the NCA Improvement Plan. This plan covers six core themes and seventeen programmes, aiming to address current challenges within the organisation. The report pack indicates that a written report on this plan is to be brought back to the Locality Board.
Integrated Delivery Collaborative Update
Kath Wynne Jones, Chief Officer of the Bury Integrated Delivery Collaborative, is scheduled to present an update on the progress of the Integrated Delivery Collaborative (IDC) and its programmes across the borough. This includes updates on the Locality Plan, Delivery Plan, and BECCOR plans, as well as reviews of Integrated Neighbourhood Team delivery arrangements. The report highlights improvements in cancer performance, with Bury exceeding its target and ranking highly within Greater Manchester. It also details progress on frailty and falls prevention programmes, mental health initiatives, and neighbourhood working across the borough.
Winter Planning
David Latham, Transformation and Improvement Senior Programme Manager (Bury), is scheduled to present an update on winter planning arrangements. The report outlines the core principles of Bury's winter planning, which involve a collaborative system-wide approach driven by the Bury Winter Planning Sub-Group. The plan details operational winter plans for system partners, including useful contacts, on-call arrangements, admission avoidance alternatives, and escalation processes. The report highlights the robustness of planning arrangements in 2025-26, noting that the Bury UEC System performed well and avoided reaching OPEL 4 status.
Bury VCSE/Public Sector MoU – One Year On
Helen Tomlinson and Jordan Fahy are scheduled to present an update on the Bury VCSE/Public Sector Memorandum of Understanding (MoU), one year after its endorsement. The MoU established a commitment between public sector partners and the Voluntary, Community, and Social Enterprise (VCSE) sector to work collaboratively for improved resident outcomes. The report indicates progress in strengthening relationships, increasing VCSE influence, supporting co-design, and contributing to a more mature partnership culture. However, it also identifies areas for further development, including ensuring consistent VCSE influence, embedding co-production, and improving VCSE financial resilience.
NHS GM 2027/2028 Commissioning Framework
Will Blandamer, Place Partnership Director for NHS GM (Bury), is scheduled to present the NHS Greater Manchester 2027/2028 Commissioning Framework. This framework outlines NHS Greater Manchester's plans to improve population health through its Five Year Strategic Commissioning Plan, with a focus on Neighbourhood Health as a key element of transformation. The framework details four components: Strategic Commissioning Signals, Neighbourhood Profiles, the Place Outcomes Framework, and Provider Planning Assumptions. It emphasizes the role of Place Partnerships in delivering neighbourhood working and prevention, and outlines expectations for providers in transforming services.
