The Licensing Sub-Committee of Lambeth Council met on Wednesday 28 October 2026.
Aldi Store, 4 The Pavement, London SW4 0HY
The application for a new premises licence for Aldi Store at 4 The Pavement, London SW4 0HY, was withdrawn. The committee decided to adjourn the item to a future meeting on 25 November 2026 to ensure the applicant and interested parties could be heard.
Casa Luso Brasileira Cafe, 101 Streatham Vale, London SW16 5SQ
The committee decided to grant a new premises licence for Casa Luso Brasileira Cafe at 101 Streatham Vale, London SW16 5SQ, subject to an updated plan regarding the external seating area. The applicant, Loja Luso Brasileira Ltd, sought permission for the supply of alcohol for on and off-site consumption between 10:00 and 22:30, Monday to Sunday.
During the consultation period, representations were received from local residents who objected to the application, citing concerns about public nuisance. These residents argued that the existing premises managed by the same organisation, Casa Luso Brasileira at 97 Streatham Vale, was already contributing to public nuisance due to alleged breaches of its licence conditions, including vertical drinking and serving alcohol without accompanying meals. Concerns were also raised about noise, litter, and patrons urinating in the alleyway behind the shops.
Mr. Manuel Rocha, the applicant's agent, stated that he had always been a responsible manager and had never had any police incidents or antisocial behaviour associated with his existing business. He presented letters from residents living above the premises at 97 Streatham Vale and 101 Streatham Vale, who confirmed they had no issues. Mr. Rocha also clarified that the proposed outdoor seating area at the rear of the premises was for storage only and not for customer use. He agreed to a condition restricting the use of the front external seating area.
The committee deliberated and decided to grant the licence, subject to an updated plan from the applicant regarding the external seating area to ensure it did not include the rear storage space. The decision was made on the balance of the evidence presented, acknowledging the public submissions.
